Dear Ray: I enclose, herewith, a copy of a letter which I nave written, partly to express my attitude toward the completion of some of my work, and partly to clarify my relationship to Stanley B. Gross, Ph.D, Assistant Professor in the Department of Environmental Health, by stating my attitude toward him. Let me say that I have not the slightest doubt that in the event of my complete disablement or demise, the matters dealt with in my letter to Doctor Gross will be handled well and that they would be regardless of any present statement of mine. Nevertheless, I feel somewhat better in viewing my present somewnat precarious situation if I have found the means or expressed my views concerning the means whereby the many years of investigative work which have not been dealt with can be broegat to the light of day. If you do not share my views, or if you do not wish at this time to take any position on this matter, I sincerely hope that you will say so. as you are aware, no doubt, I have not the slightest intention of extending my own authority beyond its proper limits. Gross, Ph.D. Assistant Professor Department of Environmental Health University of Cincinnati Cincinnati, Ohio 45267 Dear Doctor Gross: In view of our discussions, and in the interest of clarity and fairness, I must acquaint you with my present thinking in the matters of your work with me. Let me say of this at the onset that I am most appreciative of your attitude in approaching this matter with me. I have discussed the carrying out of our joint activities in complete frankness and in detail with Raymond R. Suskind, M.D Director of the Department of Environmental Health, University of Cincinnati. Also, I may say, in view of my very deep concern about the future of the Kettering Laboratory, now the Department of Environmental Health (which includes, very properly, occupational health and is moving effectively, I think, to achieve an actual inclusion of that field), I have been very loath to face the possibility of the withdrawal of my data and records from the protective responsibility of this Department in the University of Cincinnati. Having found that Doctor Suskind agrees with me entirely in this matter, I do not wish to turn over these records to you or to anyone else. They are, I believe, the property of the Department of Environmental Health, if I no longer am in position to deal with them. So long as I have the means of bringing them to publication, they are mine; when this possibility exists no longer, they are, unless they are released, the property of this Department. Doctor Suskind is not too likely to take this point of view, arbitrarily, although he would be in agreement with it, but in my view, in a mature, a well-established, and a properly organized Department, in a thoroughly responsible university, this, I believe, would be ' the normal policy. There is, and has always been, thus far, a degree of loosenes in matters and policies of this type in the University of Cincinnati. I am not in favor of taking advantage of this situation, and I attempt, therefore, to conduct myself and my affairs in line with appropriate ideals and practices. Since I am not, officially, a member of the scientific Staff of this Department, but am, so to speak, a private person, honored by the University of Cincinnati, and dealt with courteously and generously by the present Director of the Department of Environmental Health, these records, which have been put in their present form by persons responsible to me, are regarded officially as mine, to be disposed of as I elect, but not without the knowledge and approval of Doctor Raymond R. Suskind. I have returned to the Kettering Laboratory, now in the Department of Environmental Health, after the lapse of some years of disability (having obtained the consent of its present Director), in order to see to it that my Stanley B. Gross, Ph.D. Page 2 September 19, 1974 records are handled as I Intend them to be, by being subjected to further study, and used in the preparation of further publication(s) for the benefit of my professional colleagues. An arrangement has been made with representatives and officials of Ethyl Corporation for the supply of funds for the further study of the data and for the preparation of such publications as will present the investigative work to the professional and scientific community in an appropriate manner. It is (to me) desirable that the publication of this work be done promptly and under my general direction. However, should I be unable to provide the guidance required to complete the publication, I shall wish it to be' completed under the authority of the Department of Environmental Health in the University of Cincinnati, for it seems to me unlikely that it can be projected in any other way into the scientific community in an appropriately authentic document (or documents). . It is anticipated, in terms of present circumstances, in the Department of Environmental Health, that the work of producing this (or these) publication(s) will be done by, or under, the guidance of Stanley B. Gross, Ph.D. I, personally have every confidence in the capability and competence of Doctor Gross to do this work faithfully and well. I am fully cognizant of the fact that these circumstances may not prevail, however, and I wish to make sure that the records of my investigations do not get lost or misused. I wish, therefore, that they remain indefinitely in the hands of the Department of Environmental Health, University of Cincinnati, as the final authority for whomever may be concerned and justified in this examination of the facts concerning the metabolism of lead in man. - To these ends, I hereby affix my signature.
