Box 4501, Fondren Station Jackson, MS 39216-0501 VISTA Dear Mr. Austin: This letter is the written follow-up notification of the vinyl chloride release I reported to your office by phone on November 8, 1987. This written notification is provided per item XI(d) of the Mississippi Emergency Response Commission's (MERC) Emergency Planning and Community Right to Know regulation. As stated in the phone notification, this release was a leak of vinyl chloride resulting from a failure of a gasket between the condenser lid and the condenser on 745 reactor. This leak was a federally permitted release and therefore not subject to item XI Emergency Notification of MERC's regulation. The notification was made as a courtesy because of the size of the leak. Following is information pertaining to the release: 1. The name of the chemical released is vinyl chloride. 2. Vinyl chloride is not an extremely hazardous chemical. 3. The estimated quantity of the release is 3000 pounds. 4. The release started at 12:15 a.m. on November 8, 1987 and was stopped at 1:45 a.m. on November 8, 1987. 5. The release occurred into the air. 6. There are no known or anticipated health risks. 7. There are no protective action recommendations. 8. The person to be contacted for further information is Richard Frohreich at phone number 369-3609. 9. The following actions were taken to respond to and contain the release: a. The contents in reactor 745 were equalized with an empty reactor to reduce the pressure in reactor 745. b .
