Mandy and Brittany, I want to thank both of you for making time on Monday to meet with John Di Stasio, Janet Anderson, and me regarding the Large Public Power Counsel (LPPC). We believe that LPPC can be a valuable resource for you and EPA in providing useful policy and technical guidance on key environmental regulatory issues. As discussed during our meeting, our mission is not to rehash past legal or policy issues, but rather to work collaboratively with you and your staff to ensure the effectiveness and workability of the regulatory proposals that the agency is advancing. To that end, I will be sending shortly to you by a separate email a short briefing paper on some of the air regulatory barriers to the electrification of the transportation sector under the Clean Air Act. We hope that this may be one area where we might be able to work together with you and your staff. In addition, we would like to get Tuesday, October 24 on your calendar. As we discussed during our meeting, the LPPC Environmental Task Force is meeting in WDC on this day and we would love for you (or other appropriate EPA person) to address the task force. We can be very flexible on timing as well as what you'd like to discuss although I suspect a discussion on the CPP replacement rule may turn out to be very timely. Best regards, Stephen
