General Facility and Process Description: (b) (6), (b) (7)(C) is the owner. He has no employees. He does automotive repair, including welding and fabrication, and repairs farm equipment. The hours vary on Monday through Friday. People drop off barrels of used oil, anti-freeze, sludges, waste diesel, and other materials and leave them without his permission. He plans to eventually burn all the oil that he can separate out in his used oil burners. In the winter, he allows the oil water to freeze, then removes the oil to burn in his shop. The inspector asked the facility representative about the management of the following types of waste materials typically managed at an auto repair shop or facilities maintenance area: Facility Name: Montana Repair Facility Location: 225 Cascade Street, Wolf Point, Montana 59201 Date of Inspection: August 24, 2023 x Used Oil: He performs only mechanical repair work, no oil changes. He receives oil from others and burns it in two oil burners. x Used Oil Filters: He does not have used oil filters. x Batteries: These are exchanged for cores. x Oily Rags: He squeezes them out and disposes of them in a burn barrel at a farm. Most are paper, not cloth. x Solvent Wipes: He only uses oily rags and burns them in a burn barrel at a farm. x Aerosol Cans: He uses them until empty, punctures them, and recycles the can as scrap metal. x Bead Blast or Sand Blast Media: He does not conduct bead blasting or sand blasting. x Other Dusts from Prepping Surfaces to Paint (Bondo dust): He doesn't have this. x Parts Washer Solvent: He has one parts washer but hasn't used it for the last four to five years. x Anti-Freeze: He puts it in jugs or 5-gallon buckets and tries to recycle or reuse it. x Paint: He just does touch up with a spray can. x Paint Gun Cleaning, aqueous or solvent: He does not use paint guns. x Tires: He doesn't do tires. Any used tires he gives to other people. CBI: No CBI was discussed during the inspection. Areas of the facility toured: We looked at the front area outside of his shop where there were numerous drums (approximately 25 55-gallon and 10 30-gallon) and two 265-gallon totes in the front which contained oil, water, sludge, antifreeze, diesel, etc. Some of the containers were labeled but the owner was unsure of the contents and the exact number of the containers. On the side of the shop were additional drums, which we were told were empty. Inside the shop we saw two used oil tanks, one about half full of 264 gallons of oil, and the second one was a 275-gallon tank used for settling the water. Both tanks were labeled as "waste oil", not used oil as required. We also observed three lead acid batteries to be traded for cores and a box of used aerosol cans to be punctured. He said he uses waste gas and diesel fuel for the parts washer. Records Review: No records were reviewed prior to or during the inspection. Closing Conference and Identified Issues: We informed (b) (6), (b) (7)(C) that he needed to inventory the containers that he had, identify the contents and properly label them. If he could not use the oil, anti-freeze, diesel, water, etc., then he should dispose of it. He indicated that he could do a drum count by mid-November and take a week off to get the drums loaded up and cleaned out. We provided him with the names of two environmental contractors who perform used oil pick-up in the Wolf Point area but indicated that we could not recommend one over the other.
