Patterson - 15/16 Tony Ozarchuk Plant Manager's Safety Board SHAC Committee New Business 1. Plant Manager Gene Tromblee met with the Committee to welcome the new members. Gene stated that he wanted the HSC to be particularly sensitive to problems having potential plant-wide impact. The HSC is one of our plant's important communication links to the hourly work force in testing to see if procedures are adequate, if safety rules and procedures are being enforced consistently, and if, indeed, procedures are workable. The HSC is one of the links in communicating and selling safety programs to the work force, and in identifying inconsistencies in safety practice. Gene stated that we are going to be challenged in 1980 in managing anticipated increases in both the capital projects contract work force and the Monsanto work forec as the result of retirements. 2. Mr. Kurt Frank, the Corporate Safety and Property Protection Surveyor, met with the Committee to discuss its activities and concerns. There was a good exchange of information regarding some typical problems and their solution by the HSC. 3. Max Cruse proposed to the Committee that members participate in the Quarterly Guest Safety and Housekeeping Inspection. The Committee re sponded favorably. 4. A concern was expressed over the integrity of some of the light fixture vapor barriers in the plant. An exanple was given where a plain, un shielded glass vapor barrier fell from a fixture near a person standing below. Cruse will ask the electrical Contact Supervisor and Unit Repre sentative to investigate the problem and to propose an action plan. They will be asked to pay particular attention to areas of high vibration and high potential corrosion. 5. There was a question on the procedure for checking safety showers and eye baths. The question arose because some, when tested after repair, have water which is quite discolored. This item will be referred to SHAC. sc 13053 LAM014269 John Andrews, et al -2- February 28, 1980 6. Large, bulky, and awkward 100 pound bags of a phosphate water treating additive are used in Department 51. This situation has potential for injury. The item will be carried by Greg Bryan to the Contact Supervisor and Unit Representative for resolution. One suggestion was to request a smaller packaging arrangement. 7. The question was raised regarding a change in thinking in installation of emergency hot water showers in some processing areas. Arnold Glass stated that he knew only of one area--that of AN--which was being considered. Old Business 1. The question of storage tank Varec gauge readings versus tape gauges was discussed. The department in question has a semiannual preventive maintenance Varec program. One tank, 51T18-1 will be discussed by Greg Bryan with the Department 51 Contact Supervisor and the Unit Repre sentative. 2. Terry Grubbs will be asked to the April HSC meeting to discuss fork lift truck driver training, retraining, certification, and fork lift truck warning lights. The acorn nuts causing causing entrapment of ammonia on the Chocolate Bayou ammonia transfer pumps have been redesigned to eliminate the problem. B. New Business 1. The new SHAC chairman, C. M. Cruse, met with the Hourly Safety Committee for the first time and was introduced by R. A. Hernandez, the outgoing SHAC chairman. The Committee expressed appreciation to Raul for his assistance and interest. 2. A concern was expressed regarding discrepancies between actual and indicated storage tank levels. Problems could arise from overfilling and also by extended exposure of Material Handling personnel in taping. Specific examples will be brought to the next meeting. 3. Some scaffolds become near-permanent installations. The need for temporary versus permanent installations was questioned. Mike McCullough will be asked to speak to the Committee on scaffolding philosophy, con struction, and inspection. 4. Hernandez suggested that each Unit/Craft representative meet with their Contact Supervisor to discuss meaningful safety items and subjects, and to review some of the past month's problem areas.
