The left-hand column describes what is considered a PFOA-related substance. If you look in section 5 on the right you will see the firefighting foam derogations. Also attached is the EPA proposed SNUR. If you look at the center column on page 2888 you get a definition of what EPA considers to be a PFOA precursor. That might be more relevant from DoD?s perspective. Basically it is any long-chain (greater than C7) content as I understand it.
