I am writing to confirm my disappointment with the asbestos aasket replacement testing done last week on OP21. I expressed my dissatisfaction by telephone and am writing for your record and for those within World Color on distribution.
Several conversations were held and the attached letter was sent but apparently communication was not complete.
Several discussions began on December 3, 1986 at Dyersburq concerning a replacement program. If I recall it was suggested that TEC investigate on expert asbestos removal organization to convert TEC dryers to non-asbestos gaskets. The organization would do the changing by the book and carry thru to disposal. We had recently assisted 3 TEC serviceman in converting a pair of dryers for OP11 and I indicated that I was not at all comfortable with the method, lack of protection and possible exposure. This precipated discussion of wetting down the gaskets during the replacements, special dust masks, double filtered vacuum cleaners, etc. It also precipated discussion of a test site and test measurements of asbestos exposure for TEC and World Color reference and Cor time estimates. T understood this to be time measured under the difficulty of the before mentioned protective devices.
I further was under the impression, based on non-explicit conversation and the letter copy attached that TEC was to share in the cost of the change of gaskets as well as the testing.

With this review of the thinking from my viewpoint outlined, then comes the actual events.
I co-ordinated a time schedule to begin the gasket reDlacement on 0P21 complete with testing for May 12, 1987. At 8:00 AM Shaun Riley of TEC arrived. Shaun began by asking what kind of job we had for him to do. I asked if he had orientation on the job and he said that he had only been told to come here to change some gaskets and that some testing would be done. He asked about help from us and again I was supprised that under the circumstance, our help and exposure would be expected. I asked about his attire and protective devices and he said that he had nothing special to use or to wear.
At this point, I called for you and was notified that you were tied up and unable to be reached. TEC transfered me to Burt McIntyre and we had a less than satis factory conversation. Upon reaching you later in the morning, I was told that all of the cost would be at our expense except the testing and this would be done the next morninq. Our help was expected and personnel pro tective devices were not expected.
An asbestos testing specialist arrived on Wednesday morning and set up pumps and filters including one on Shaun for about 3 1/2 hours then the tester left. Shaun changed some gaskets while so equipped with the pump and filter unit.
The bottom line of this review is that I am disappointed in the communication, methods of gasket changing, cost, the short test and the co-operation of TEC on this project. The plus side of the operation was the co-operation and understanding of Shaun Riley through the week.
Please reread your letter of March 24, 1987 attached and see if you see an indication of our participation. Note the words ,"we arc prepared to", "TEC will supply", "conducted in accordance with existing regulations and guidelines for such testing", in your letter.

Reference: Asbestos Casket Replacement Testing
Dear Loren:
Per our conversation yesterday and earlier ac Effingham, we are prepared to take an existing dryer and test for safety in gasket replacement. As we discussed, TEC will supoly personnel and appropriate test equipment to allow us to determine if there are any problems associated in removal of asbestos gaskecs in existing TEC dryers. This exercise would be accomplished ac a sice of your choice and conducted in accordance with existing regulations and guidelines for such testing. Upon completion of Che test, we would share the results of the test and provide recommendations, if necessary, for further work of this tvne.
W would appreciate two to three weeks notice to allow us to got the necessary Personnel and eatiipmenc to the site comfortably. I look forward to hearing from you on this matter.
