EXECUTIVE ORDER 83-5
WHEREAS, extensive laboratory testing has confirmed the presence of dioxin at several locations in M issouri; and,
WHEREAS, dioxin is a potentially deadly chemical which threatens the health and safety of thousands of Missourians,
NOW, THEREFORE, I, CHRISTOPHER S.' BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and lav/s o f M issou ri, hereby establish the Governor's Task Force on Dioxin (hereinafter the "Task Force") which shall be composed of such residents of M issouri as from time to time may be appointed by the Governor, the Task Force shall include representa tives of Missouri higher education in stitu tio n s and Missouri companies which have expertise regarding hazardous wastes, as well as concerned citiz e n s. The Chairman of the Task Force shall be designated by the Governor.
The purposes of the Task Force shall be as follows:
1. To examine and evaluate a ll known methods, processes and technologies for the destruction and containment o f dioxin, p a rtic u la rly with respect to dioxin as i t exists as a contaminant in s o il and stream sediment at various locations in Missouri;
2. To examine and evaluate the public health dangers associated with dioxin, p a rticu la rly with respect to dioxin as i t exists as a contaminant in so il and stream sediment at various locations in M issou ri;
3. To prepare and present, not later than June 1, 1983, an interim report which, inter a lia , provides sp e cific recommendations for solving those public health and environmental, problems occurring in Times Beach, Missouri which are the re su lt o f dioxin contamination exacerbated by widespread flooding; and
4. To prepare and present, as soon as practicable but not la te r than October 1, 1983, a fin a l report which includes the evaluations se t forth in paragraphs 1 and 2 above, and which recommends a practical and effective plan of action for implementing comprehensive and permanent solutions to the public health and environmental problems caused by dioxin contamination in M issouri.
The Director of the Department of Natural Resources and the Director of the D ivision o f Health shall make available such s t a f f and support resources as are needed by the Task Force in the course of it s deliberations. All meetings of the Task Force shall be open to the public, and a record sh a ll be kept of a ll Task Force proceedings.
Members of the Task Force shall receive no compensation for th e ir services, but shall be reimbursed from funds provided through the Department of Natural Resources for their reasonable and necessary expenses. The Task Force may contract for the services of such consultants and experts as i t deems necessary and sh a ll pay for such services from funds provided through the Department of Natural Resources or the D ivisio n of Health.
The Task Force shall meet at the call of the Chairman, or at the call of the Governor or his designate, and shall disso lve upon the issuance' of it s final report, unless extended by subsequent Executive Order.
