Thompson - E1SA-V /-v "O /l* b ^ a ^ Attached is a copy of the asbestos standard (29 CFR 1910.1001) and the asbestos Emergency Temporary Standard (ETS) published in the Federal Register on Friday, November 4, 1983, pages 51139-51140. This standard and its changes stipulated by the ETS are now in effect and must be followed at each of your locations. The following material paraphrases the ETS (section k): 1. The ETS applies to all workplaces where employees may be exposed to asbestos in all industries covered by the Occupational Safety and Health Act. (a) Except where the asbestos standard has been modified by the new ETS, all provisions of that Standard remain in effect. 2. The permissible level of exposure shall not exceed .5 fibers longer than 5 micrometers per cubic centimeter of air. This is a reduction from 2 fibers/cc to the .5 fibers/cc that is now in effect. 3. Compliance shall be achieved by any feasible combination of engineering controls, work practices and personal protective equipment and devices. 4. Employers must institute (initiate) a training program for all employees exposed to more than .5 fibers/cc without regard to respirator use and must also assure participation in the training program by Dec. 3, 1983. (a) Employees in the training program must be informed of the following: (1) health effects associated with asbestos exposure; (2) the relationship between asbestos and smoking in producing lung cancer; 6113 21S95 (3) the nature of operations associated with asbestos exposure and the methods to minimize exposure; (4) the purpose, proper use, fitting instructions and limitations of respiratory equipment; (5) a review of all provisions contained in the 1910.1001 Standard. 5. Respiratory selection is as follows: (a) S 5 fibers/cc 10 x PEL) - Reusable or single use air purifying respirator (b) % 50 fibers/cc (S 100 x PEL) - Full face or powered air purifying respirator (c) > 50 fibers/cc (> 100 x PEL) - A type "C" continuous flow or pressure demand supplied air respirator 6. Legible warning signs stating asbestos health hazards must be provided at each location where exposure may exceed .5 fibers/cc. It is strongly recommended that you review the asbestos standard (1910.1001) and the recently promulgated ETS to ensure your location is following the regulatory requirements.
