Shaw 1* The meeting waa called to order by President F J, Waken and an addresa of welcome extended to all those in attendance. Following the opening remarks each member introduced himself and identified hia company affiliation* 2* As the first order of business. President Waken called for a reading of the Minutes of the last meeting. However, 3ince all members had received copies of these transactions and were familiar with then, it was moved by Ilr* Bettee seconded by Hr* Fabel and unanimously agreed that the reading at this time --------be dispensed with* - ------------- . _ ------------------------ ------- 3* The Treasurer^ Report was presented by the Assistant Treasurer, in the absence of Treasurer Scheopf. Following a discussion of this report, it was moved by i-ir. Fabel, seconded by ilr. Bettes and unanimously agreed that the report be approved. Copy attached. President Wakem next called upon legal counsel, M, I* Ruddock, for hia report covering legal points of interest which may be currently important* Hr* Ruddock reported on several bills pending in Congress which offeeted trade and business, particularly Senate Bill 11 which would amend the Robinson Patman Act* He also discussed Export Control of Technical Data and Current Export Bulletin Wo, 7hi of the Department of Cotraerco, - 6, The next segment of the meeting was devoted to the reports by the chairman of the several active ccnmitteea of the Institute, - The first report vas presented by Mr* H, Mf Jackson, Chairman of the Air Hygiene Cenrolttee and a copy of this report is attached as a part of the minutes of this meeting. This committee is currently engaged In reviewing contemplated studies to be undertaken by professional authorities covering problems related to the role asbestos may play in promoting diseases of the - heart and lungs, Further considerations in these regards are to be held before any recommendations can be presented to the Ir titute for action# Also, being reviewed by this committee are the rasasu. : which can and are ' being taken in the various asbestos mills to control _lr contamination by asbestos dust and Una particles, . The second report was presented by Hr* J* D McCluar, Chairman of the Technical Committee and a copy of this report and the Minutes of the Tochni. cal Ccmittee meeting are attached as a part of the minutes of this meeting. The work of this committee covers a wids range of subjects and definite progress on all of these subjects vas reported* The standard doth" list----tensile strengths were revised at this meeting and efforts to develop . standard lists for tape and braid constructions shows progress. Many other fields of interest are covered in the report as submitted by Mr* HcCluar, . The third committee report was presented by Mr, A* 2. Whitfield, Chairman of the Soles Promotion Committee and a copy of this report is at tached as a part of the Minutes of this meeting. Included among the discus sions pursued were those related to the promotion of activities in the proscenium curtain field, the evaluation of properties of asbestos textiles manufactured by others than members of the Institute and the desirability of directing efforts to have asbestos textiles tested by the Atomic Energy Commission or some other agency under conditions of atomic bomb tests which are currently under way, As a part of the report for this committee, J, A, Bettes, introduced the new Raybeatos-Manhattan, Inc,, Bulletin T-55, titled irR/M Products for Reinforced Plastic Laminates", and discussed seme of the materials therein presented* ' The fourth report was presented by Dr. M, C. Shaw and covered the Fellowship activities during the past quarter* The full report is attached ----- as a part of the minutes of this meeting and covers the following subjects, 1) The Influence of Wet Weaving vs Dry Weaving upon the Properties of Asbestc Textiles, 2) Metallic Cloth Studies, 3) A Progress Report on the Signifl- * cance of Total Iron Content vs Magnetic Iron Content in Chrysotile Asbestos, and h) Elevated Temperature Service Guide, ( The follow also appraised the members concerning action taken by the Board of Governors in session on March 9th, regarding a new policy regarding the availability of the Fellowship laboratory for private or confidential work for tho members of the Institute* Such work as is set forth in tho , attached outline may be carried out by tho Follow and tho results reported " confidentially to any member requesting such tests in accordance with the * tost--cost schedule. Tho final committee report was given by Mr. 0, S. Fabel, Chairman of the Fiber Procurement Committee* There being no problems of significance 4t the Element, this ccranittee has not been in session and there was,..there fore, no report to give regarding tho activities of this group. Following tho completion of tho committee reports. President Wakem ex tended cemendation to all of tho ccsaaittees for their active pursuance of tho problems confronting each particular group and related tho importance of tho work of these cccsaitteeo in tho proper functioning of tho Institute as a service organisation for its members and tho industry. Recognition was ax- tended to Mr. Tigert, Cassiar Asbestos Corp., for his participation in tho meeting of the Technical Coimittee and the hope waa expressed that all . Associate members would avail-themselves of the opportunity to participate in the activities of all of the conmltteea. . . 7. Coder aubject of old business, the exhibit of asbestos products to be held in the Commerce Building, Washington D. C., May 1 to 1?, was introduced for consideration. It was originally intended that this exhibit would be a cco* binod effort of several representative groups of asbestos products manufac turers. However, on March 3, 1955, Mr. Wakem received .a communication from .. C, C. Kelsey, Manager-Secretary, Asbestos-Cement Products Association, who had been assigned the task of acting as central clearing point for the various associations in the asbestos industry who might participate, advising that his association had decided not to participate in the industry exhibit at . the Department of Commerce. In view of this development, it became apparent that the Asbestos Textile Institute would be required to bear the major . burden of the exhibit if rich was to be held. In light of these facts and upon recommendation of the Beard of Governors of the Institute, Mr. Wakem and Mr. Marshall ware commissioned to confer with Mr. Harry Sharpe, of the Department of Commerce, in an effort to resolve this problem. A meeting for this purpose was arranged for the afternoon of March 10, to be held in Washington. HOTS: Upon conclusion of the Washington conference with Mr* Sharpe, it was agreed that the exhibit would not be held at this time. 8,--- Under the subject of new business, it was announced by President Wakem that Bell Asbestos Mines Ltd* had made application for Associate Membership in the Institute and that the Board of Governors, in session on March 9, 1955, . unanimously approved the acceptance of this- application. A welcome to this newest member was extended through Mr. F. Parker Smith who was in attendance, ------- representing Bell Asbestos Mines. r 9 . In the closing segment of this meeting President Wakem extended recognition to the several representatives of Associate member companies and expressed . the hope that their interest and participation in the work of the Institute 03^ would continue* Also, in attendance at this meeting voa one of tha founders of the Institute, Hr.
