Grumbles May 5, 1989 PROGRESS REPORT Below is a summary of the Biomedical and Environmental Affairs Department's activities for the last three weeks. 1. The annual Environmental Meeting was held in San Antonio April 27-28. Attendees included Plant Managers and several Managers from Houston. Up to 45 people attended the meeting. 2. Met with ECOSOL (Shell, Petresa, Enichem) on 5/3 to discuss environmental developments on LAB/LAS in Europe. 3. Met with Procter & Gamble on 5/4 to discuss CLER activities. P & G mentioned tetralins any time they had a chance during the meeting. 4. Completed an analysis of cadmium and lead from PVC in Municipal Solid Waste for discussions with the Vinyl Institute on future use of these metals in PVC compounds. 5. Presented the Environmental Careers Team recommendations to Management. 6. Participated in a meeting with Conoco and IT to present the risk assessment and feasibility study for the remediation plan of the LCCC groundwater contamination to the State. The State made it clear that remediation plan approvals were now a public process and technical and risk-based remediation plans were not always enough to get the plan approved. More work will be needed to develop the remediation plan proposal. 7. A meeting was held with Cain Chemical and their contract toxicologist to further review the toxicity of LPA solvent. Cain has a large amount of HDPE that was inadvertently contaminated with LPA. 8. Assistance was given to customers in the following areas: TSCA inventory status of alfonic alcohols; relative toxicity of LPA solvents; information on AXS toxicity studies, Alfol 810 pesticide registration specifics; and relative skin irritation potential of common surfactants. 9. A hopefully final package of information was sent to the EPA TSCA inventory office to support our inventory description corrections for alkylates and specialty alkylates. SDA has been informed that 1, 2 and 3 mole ethoxylates meet the chemical definition of "Glycol Ethers" which must be reported under the SARA 313 emissions reporting regulation. We are working with SDA to determine the impact of this and decide what can be done with EPA. 11. Ferro Corp. has informed us that, so far, the PMN for the ROTOFLEX stabilizer ingredient is proceeding through the TSCA bureaucracy with no problems. 12. Provided DOT hazardous materials description to the Baltimore transport terminal for the xylene/toluene mixture back-hauled from Sun. Vista is acting as both the shipper and the carrier for this material. 13. MMG and TGG attended CMA's Document Management Work Group Meeting. CMA is developing a guidance document, which will later become an ANSI standard, to standardize the elements and structure of MSDS's. 14. Developed special MSDS's for some new General Motors PVC compounds. 15. Filed a request with EPA for Monsanto's initial TSCA inventory submission. Should have the results within two weeks. T. G.
