Dr. Willard Machia, November 17, 1936 Dear Bill: I acknowledge with thanks receipt of your letter of November 12 enclosing set of forms and instructions for use in connection with the in vestigations on the cleaning of tanks having contained leaded gasoline. In the main these forms seem to me to be wholly adequate and look like a splendid job. I have, however, a few comments to make which may be of some use to you. Reference is made to the form Sheet 1 - blending tanks - question 17. If the air is tested for explosive or toxic mixtures by means of in struments before the work is begun, I think in addition to having the question answered either in the affirmative or negative we should request data on the method of test used, particularly, in connection to toxic mixtures to determine if the method is bonafide. I have in mind specifically air tests to determine qualitatively and quantitatively tetraethyl lead content and since the analytical procedure used here must be very carefully followed out to produce acceptable results, perhaps we should lay a little more emphasis on this point. In connection to question 25 on the same form regarding the use of canister masks, I don't notice anywhere that you have requested data showing the registration of these masks relative to the hours of use to determine if the charcoal- filter still retains a sufficient absorbing capacity. Generally there is a schedule form in the box in which the mask is stored which shows data on the hours of use from the time of change of the filter. . In connection to question 29 on the change of clothing, how about getting data on whether or not the men bathe at the end of a shift, as well as change clothes? As to question 33 on the marking of samples, and also as to your instruction sheet on the taking of samples, there is not too much emphasis laid on the method of proper packing for shipment. It nay be necessary under certain circumstances to label the outside of the package with either a poisonous or inflammable label, or both. Furthermore, precautions should be given as to packing the shipments strongly enough to prevent damage from leakage while enroute. While implied, I think it might also be well to emphasize the fact that under no circumstances should samples ever be mailed. Regarding page 4 of your instructions concerning Sheet 2 - N22615 D?T Willard Machie November 17, 1936 barrels on the basis of 55 U.S. gallons per barrel; should this not be 42 U.S. gallons per barrel? On the same sheet, question 40, you use a factor of 470 for pounds of tetraethyl lead per large drum; actually the rounded figure should be 473 (the weight being 472,86 pounds). The factor for 10 gallon drums should be 73 instead of 85 pounds as the actual weight loaded is 72 and a fraction. On page 5, question 45, should we not also have data on the position above the water level of the take-off line for the gasoline it feeds to the pump for the eductor? I have in mind the possibility that the water level may be high enough to the take-off line on occasions that water instead of gasoline is fed to the pump and through the eductor. While the Fluid thus removed from the scale tank will undoubtedly separate frcm the water when it strikes the gasoline, there may be a remote possibility of a certain amount of entrainment of the Fluid by the \vater which will result in its being deposited on the bottom. As to question 53, how about getting some data as to the type of tank; riveted or welded, etc.? While this is not pertinent information it might be of some value in finding what type of tank needs repairing more frequently. I note that you will be in Wilmington around the first of December. I hope we can get together; I do expect, hov/ever, to be in Detroit on Wednesday, December 2nd, leaving here Tuesday evening.
