J R June 29, 1973 To the Management Contacts of Companies Sponsoring the Vinyl Chloride Research Program and the Technical Task Group on Vinyl Chloride Research Dear Sirs: Pursuant to the intention stated in my recent letter to you, I tried to reach Dr. Marcus Key, NIOSH Director, by phone on Wednesday, June 27. He proved to be unavailable then and also into the afternoon the next day. In the early afternoon on the 28th, then, I spoke instead to the Deputy Director, Mr. Edward J. Baier, who assured me he would in form Dr. Key of our conversation. 1 said my purpose was to propose a meeting with NIOSH technical staff members of their determination to tell them of a program involving animal testing and epidemiological investigation of vinyl chloride being administered by MCA for a group of companies, and to obtain the benefit of any sug gestions relevant to it. I mentioned that part of the back ground that was most helpful in designing the program came to us in confidence from a European project, and that techni cal representatives of the European sponsors would join with our technical representatives in such a meeting. Mr. Baier welcomed the suggestion and told me he would refer the matter to Dr. Herbert Christianson, second in command (to Dr. Charles Powell) in charge of criteria document development, for resolution of arrangements. Dr. Christianson phoned me later in the afternoon. I went over the same ground with him, adding that July 17 is the preferred date. He was optimistic but told me it would be necessary to ch ck it out with those they would want to be present. (I pr sume the meeting will b held in Washington or near vicinity.) Please note this is coming to you under Confidential cover because of its reference to the European project, bear ing in mind the consent given at Brussels refers only to the presentation to NIOSH, not release for any other purpose. Because of each company's keen interest, it has been difficult to choose from among the various suggestions re ceived, those who will represent our group in the NIOSH meet ing. I appreciate your graciousness in indicating you would abide by our selection, which is as follows: Dr. W. E. Rinehart (Ethyl) Dr. V. K. Rowe (Dow)* Mr. R. N. Wheeler, Union Carbide *For Dr. Torkelson, chairman of the Technical Task Group, inasmuch as Dr. Rowe attended the Brussels meeting. In addition, I have been encouraged to take part and plan to do so. Otherwise, because of a change in staff assignments effective July 1, Mr. A. C.
