An inspection of a workplace under your operation, ownership, or control has revealed conditions
which we believe do not comply with the provisions of the Occupational Safety and Health Act of 1970,
29 II.S.C, 651. The nature of such alleged violation(s) is described in the enclosed citation with
references to applicable standards, rules, regulations, and provisions of the said Act. These condi-f
tions must be corrected on or before the date shown to the right of each violation therein.
The Act requires that a copy of the enclosed citation(s) be prominently posted "in a conspicuous place upon receipt" at or near each place a violation referred to in the citation occurred. Itmust f remain posted until all violations cited therein are corrected, or for id working days, whichever period is longer. A sufficient number of copies of the attached citation(s) should be prepared to permit posting in accordance with the requirements of the Act.
If you contest the citation you may post a notice to this effect near the citation contested. The Act contains penalties for violation of the posting requirements.
You will soon be notified by certified mail whether or not a proposed penalty will be assessed as
a result of the cited violation(s). You have the right to contest the citation(s), the proposed pen
alties, or both, before the Occupational Safety and Health Review Commission. The Review Cemmission
is an independent quasi-judicial agency with authority to issue decisions regarding citations and j-
proposed penalties. If you do contest, you must so notify the

An inspection of a workplace under your operaticn, ownership, or ccntrol has revealed conditions which we believe do not comply with the provisions of the Occupational Safety and Health Act of 1970, 29 U.S.C. 651. The nature of such alleged violation(s) is described in the enclosed citation with references to applicable standards, rules, regulations, and provisions of the said Act. These condi tions nust be corrected on or before the date shown to the right of each violation therein.
The Act requires that a copy of the enclosed citatian(s) be prominently posted "in a conspicuous place upon receipt" at or near each place a violation referred to in the citation occurred. Itmust remain posted until all violations cited therein are corrected, or for 15 working days, whichever period is longer. A sufficient number of copies of the attached citation(s) should be prepared to permit posting in accordance with the requirements of the Act.
If you contest the citation you may post a notice to this effect near the citation contested. The Act contains penalties for violation of the posting requirements.
You will soon be notified by certified mail whether or not a proposed penalty will be assessed as

This inspection --s race by C. R..*Holder and John P. Barto the infor mation that they felt extremely serious health hasard conditions existed at' this plant ft* to employees bains exposed to excessive amounts ,,f asbestos fins?.
The entrance interview was with fir. Edmond Snavley, Vorks Accountant, and.
14r. C. Z, van Hone/'orks Manager. The ABA and Industrial Hygienist pro
perly identified themselves by presenting thair identification credentials
and the ARA explained that the purpose- of the inspection was for l!r. Boyle
to perform an industrial hygiene survey to determine if employees were
being exposed to excessive amounts of asbestos fines. Copies of the
Occupational Safety and Health.Act of 1970, 29-CFR Part 1910, Handy Reference
Guide, and Safety Standards magazine, dated May-June, 1971, were presented
to them. Both of these employer representatives were familiar with the
Act and when we informed them it would be necessary for an employee repre
sentative to accompany us on the inspection Mr. Ray Barron, Maintenance
Man and Union '-'orkman Committee member, who resides at
1 and is a member of O.C.A.V., Local 4-207, tne nutnorizea
representative of the employees, was called to the office and ho was briefed
on the purpose of our visit,
Prior to starting the inspection a review of the accident reports was made and no serious injuries have resulted in this plant during the current calendar year. Prior to the employees* representative he ng called to the office Mr. van Home was informed that if conditions were noted during the inspection that consti tuted alleged violations of the rules and regulations, that it could cause the company to be issued a citation-of alleged violations and proposed esse.ssmer.t of penalties. Additional information as to other employees contacted can be found in the Industrial Hygienist's narrative report.
Mr. van Home was informed that we would be taking pictures of the equipment and people at each test site and he voiced no objection.
