Grant be Committee Chairman. PROPOSED STUDY BY U5PHS The Committee discussed in detail the possibility of USFHS study the mineral fiber industry with respect to alleged health hazards. During the discussion the following points were brought out: 1. Certain investigations have alleged that mineral fiber presents a problem. 2. Experience in the industry has not borne out these allegations. 3. An unbiased study should be made providing sufficient data in depth to verify or discount the allegations. k. If a problem exists, it can be defined and controlled. 5- Information developed in an independent study conducted by a University for industry would have much less chsnce of being generally accepted as unbiased than information developed in a study by the USFHS. 6. In order for the USFHS to initiate such a study, there may have to be a potential health problem in the industry. 7. Once the industry commits itself to the study, there can be no backing out. 42 Ola 0922 I -- 'wwjg -2 8. If the industry does not institute the study, other undoubtedly 'ill. Supplementary grants will probably be asked for (Selikoff, Cooper, etc.) when request to USIHS is made. 9. USHE5 study will be all encompassing; i.e., will embrace production, as well as contractor, and insulation worker. Following discussion, a motion was made, seconded and unanimously passed, that The Committee recommends to the Board of Directors that they request the USPHS to study a mineral fiber industry with respect to alleged health hazards. The scope of the study requested should include environmental, clinical and epidemiological in vestigations. The studies should be requested on the condition that there is unanimous agreement within a mineral fiber industry to undertake the study and to cooperate with the Public Health Service in making this study. The method of request to the USPHS shall be decided by the NIMA Board of Directors. (Note: Previous discussions of the Committee with the USPHS Director who would be responsible for the study, if initiated, indicated the request for study should be directed to the Surgeon General of the USPHS and should indicate the industries desire for a study by and similar to other industry studies done by the Division of Occupa tional Health, USPHS.)
