Comments on Statistics--J.A. Glass During the month of January we had eighteen total injuries, four were recordable and one was days-away. The Plant Manager held a series of meetings to get everyone's attention to make a change in this early 1982 injury rate. SC 003278 LAM004292 PMSB Meeting Minutes - February 17, 1982 Page 2 C. Contractor Safety--C.M. McCullough Although, there were no recordable injuries in Capital Projects or total contractor groups, the total injuries are running about like last year. The statistics for the contractor groups will be attached to these minutes. D. CEP Project Safety--Bruce Rule for B. C. Lancaster CED reported that they had just about completed the safety orien tation for all of their people using the video tape. The accident statistics for this group will be attached to the minutes. II. REPORT OF THE SAFETY ADVISORY COMMITTEE (SAC)--Carlos Navarrete A. Pipeline Emergency Responsibilities SAC was requested to recommend approach and assignment of respon sibilities. Will do before March PMSB. B. Riding on the DROTT Crane This vehicle was not designed for carrying passengers. There are no handholds and riders would obstruct the driver's visibility. SAC recommends the DROTT be designated a "no riders" vehicle and appropriate signs be placed on them to remind personnel of this policy (approved in principle, J. A. Glass will work with Keith Mathis to implement this procedure). C. AN Walkway The creation of a designated walkway south of the interchangers in Dept. 51 has been proposed. SAC has reviewed this proposal and recommends adoption for foot traffic only. It is also recommended that area operations and maintenance personnel be reminded that riding bicycles through operating areas without hard hats and glasses when coming or going to the gate is a violation of the safety rules and will not be condoned. (This was approved by PMSB.) D. Portable Buildings (Ref. S&PP Survey, Item 81-6) Recommend a survey be conducted by SHAC of all portable buildings and trailers to show: 1. Location, use, and ownership. 2. Can it be moved, removed? Recommend action. The objectives of the recommendation should be cost improvement, fire protection, and housekeeping, in that order of priorities. SC 003279 PMSB Meeting Minutes - February 17, 1982 Page 3 SAC will propose an approved routing for new portable buildings and report findings to PMSB. A target completion of May 15 is proposed for this action. E. First line Supervisor Safety Program One of the objectives SAC proposes for 1982 is the enhancement of the participation and commitment of this key group in the plant safety program through regular meetings of this group to review safety material of Importance to them. In order to get this program going, it is proposed that the LP&S representative in SHAC work with the Safety Contact Supervisors as a steering committee to recommend to SAC the format and content of these meetings for 1982. F. MCI Plant Safety and Housekeeping Recommendations 1. Interpretation of "first flange rule". SAC will propose action at March PMSB meeting. 2. Use of face shields. The inspection team recommended con sideration of requiring face shields as well as eye protection for taking samples and breaking into lines containing corrosive and hot materials. We have reviewed the current rules regarding eye and face protection in p. 10-13 of the "Guide to Accident Prevention", and recommend we should continue present plant prac tice of leaving the determination of the required safety equip ment for each special job to the supervisor involved. The use of splash hoods, giving better protection than face shields is already widespread for specific hazardous jobs and will be high lighted in the next issue of the Guide. G. Safety Procedure Updating Status report format has been issued to PMSB members responsible for updates requesting status and target completion dates. SAC will con tinue to monitor until this round of major revisions is complete and propose a routine update system for the future. III. REPORT OF THE PLANT SAFETY AND HOUSEKEEPING ACTION COMMITTEE (SHAC)--D.D. KOS Dennis reviewed the SHAC committee goals and objectives as developed with the Plant Manager. IV. 1981 SAFETY AND HOUSEKEEPING INSPECTION OCTOBER 13,14, & 15-- J. A. GLASS Status of the items assigned was reviewed. Target date for the next update is one month. V. STATUS OF COUNTDOWN FOR SAFETY PROGRAM--J.J. McCLELLAN The Countdown for Safety Program is scheduled to be reviewed at a special meeting held on February 26, when the drawings will be made for the pri zes to be awarded. VI.HOURLY SAFETY COMMITTEE ITEMS--J.J. McCLELLAN The next meeting of the Hourly Safety Committee, scheduled for February 23, C. M. McCullough will speak to the group. VII. LOSS REPORTING--R. T. HAMMANN/J. A. GLASS Hammann reported that there are no delinquent loss reports. VIII. 1981 S&PP SURVEY AUGUST 31 THRU SEPTEMBER 4--R. T. HAMMAN/J. A. GLASS . The final report was issued late December 1981. The Plant Manager has requested that the deadline of the end of May, he wants all of these items completed or written off of the record as no longer valid. IX.STATUS OF THE BREATHING AIR SYSTEM PROJECT--G. T. RYAN Tom reported that the Utilities Department is running into equipment, it has been in service about two weeks. Installation of a hold tank to increase the amount of air storage is targeted for mid-March. X.
