Introduction On June 29, 2023, a Clean Air Act (CAA) Asbestos NESHAP Inspection was conducted at Allentown Metal Works, located at 606 S. 10th ST., Allentown, Pennsylvania. a. Summary of Site / Facility Allentown Metal Works is located in Lehigh County, Pennsylvania. Allentown Meatal Works is a former metal production facility. The site is being partially demolished, including asbestos roof panel removal. b. Entry and opening conference EPA, Region III Inspector Richard Ponak arrived at the facility at approximately 1:00 pm on June 29, 2023, for an unannounced inspection. Upon arrival, Inspector Ponak presented credentials to Randy Cruz of Alvin H. Butz, Inc., the General Contractor for the project. Inspector Ponak explained to Mr. Cruz that it was a CAA Asbestos NESHAP inspection. Inspector Ponak informed Mr. Cruz that it was a follow up inspection to the June 8, 2023, inspection. Mr. Cruz informed Inspector Ponak that T. Lomax, the asbestos contractor was no longer on site. Inspector Ponak informed Mr. Cruz that he would like to inspect the west side of plant number two. Inspector Ponak informed Mr. Cruz that he observed asbestos debris on the ground in plant number two during the June 8, 2023, inspection. Inspector Ponak and Mr. Cruz proceeded to the west side of plant number two. II. Site / Facility Walkthrough Inspector Ponak and Mr. Cruz walked through the work area where Lomax was working on June 8, 2023. Inspector Ponak inspected the work area. Inspector Ponak observed that the large amount of transite debris on the ground in the plant number two area during the June 8, 2023, inspection was cleaned up. Inspector Ponak observed a few minor pieces of debris on the exterior of plant number two. Inspector Ponak also observed a few large pieces of transite debris in the vegetation on the west side of the building. III. Records Review No records to review IV. Closing Conference At the conclusion of the inspection, Inspector Ponak met with Mr. Cruz. Inspector Ponak showed Mr. Cruz the minor debris. Mr. Cruz stated he would contact T. Lomax and have them return to clean up the remaining few pieces of transite debris. Mr. Cruz stated all waste from the project has left the site. Inspector asked Mr. Cruz to contact him once the final few pieces were cleaned up. Inspector Ponak asked Mr. Cruz if there were any questions, Mr. Cruz said no. Inspector Ponak left the site. V.
