Gottesman Meredith Scheck The technical programs in the area of solid waste management having been discussed in the joint meeting with the Market Development Committtee held earlier in the afternoon, the following subjects were discussed at this meeting: 1. Pipe Permeation and Leaching Alan Olson reported on the many presentations and contacts he and Don Goodman had made to disseminate the information on the McKesson Pipe Leaching Study and the risk assessment that had been carried out at CH2M Hill. Response has been favor able. He noted that the California Department of Housing and Community Development is holding a briefing on December 17th in Sacramento at which time the results of the leaching study carried out for the State of California by the University of California will be released. It is believed that the results are in very good agreement with the McKesson results. It is currently planned to have a Vinyl Institute-organized press conference on the following date in the San Francisco area to involve John Gaston of CH2M Hill, Dale Sands of Clayton (formerly McKesson) and Attorney Bill Holliman discuss the Vinyl Institute risk assessment results in an attempt to pre empt the Plumbers Union. It was also reported that a contract has been signed for the first phase of the SRI EIR report. It is likely that there will be insufficient funds to complete the work and some additional fund raising may be needed early next year. Medica1/Hea1th Effects In the absence of Robert Hinderer, the following report for him: Roy Gottesman provided The status of the primate/rodent studies of PVC and HC1 at SwRI can be summarized as follows: Presently, all exposures and post-exposure observations including pathology have been completed for the primates. The data for the HC1 exposures have been analyzed and report ed previously. The results of the PVC combustion studies through the one-year post-exposure observation period are now being evaluated. Preliminary findings should be available sometime in the first quarter of 1988. The final two rodent exposures have not been conducted due to equipment repairs and vacation scheduling. SwRI indicates that these exposures will take place in January 1988. All da ta analyses should be completed by the end of the first quar ter of 1988. The final two publications and final report should be available by the end of the second quarter of 1988. Roy Gottesman also reported that a "white paper" has been prepared which reviews the literature on alleged repro ductive effects on humans from vinyl chloride exposure. The paper, which is undergoing final review, was prepared for use by Vinyl. Institute member companies in responding to inqui ries about the subject. There have been recent newspaper articles on this in some Louisiana papers. 3. Wire and Ca b1e Programs Roy Gottesman and Michael O'Mara reported on the recent meeting with Union Carbide representatives. The Carbide sub missions to the 1990 National .Electrical Code were received on December 4 and are undergoing review by a Technical Sub committee consisting of Messrs Clarke, Olson and Hirschler. We are obligated to respond to Carbide with comments. Roy Gottesman and Bud Hall reported on the meeting on November 18 in Albany with New York State Fire Administrator Frank McGarry and his staff at which time agreement was s e - SPI-11118 Minutes of Technical Committee Meeting December 8, 1987 Pag e 3 cured for a single category ''approved class" based on the da ta Underwriters Laboratories developed in a program that the Vinyl Institute member companies participated in. Bud Hall took the assignment to determine the exact procedure to be used if Vinyl Institute member companies wish to avail them selves of being listed using the UL "approved class". He will advise Roy Gottesman who, in turn, will notify the member companies of the procedure to be followed. 4 . Combustibility Dr. Hirschler's program proposal for continuing work in this area was briefly discussed including recommendations by Dick Magee that the incorporation of the data into the NBS model be funded at a level of 1/3 to 1/2 man/year over a 2 to 3 year period. Further, he suggested that the attempts be made to secure outside funding as from NASA for the corrosiv ity program so as to leverage expenditures. While these ideas were favorably received, it was agreed to hold further dis cussion on this until the next meeting when Dr. Hirschler would be present to answer questions and defend his proposals for future work. 5. Other Sub jects Mr. Olson reported that Fred Clarke, our Codes Consul tant, will be seeking a retiree from the Department of Building Sciences at NBS who is knowledgeable in code matters to review the various building codes to seek out possible new areas for penetration by PVC. This could lead to new techni cal projects. There was agreement that technical information should be prepared on the following subjects: papers Vinyl Chloride contamination of groundwater from either soil or leaching from landfills, including vinyl chloride be ing found in landfill off-gases. Alleged indoor pollution involving vinyl chloride as a result of PVC products in the built environment. Dr. O'Mara will assign the papers to members of the Technical Committee.
