The agency has urged mu nicipalities to determine which com panies handle thstm and in what quan tities so that any excessive risks can be minimised. Breakdown into categories was done by The New York Times, based on chtmieat reference manuals and consultation with exports, who also supplied the description of toxic ef fects.
