You will recall that Upholt is Staff Director of the Pesticide Advisory Committee to EPA, You will note that the paper involves a meeting which occurred in the Spring of 1970 and therefore, is of little current interest. It does reflect; however, that PCB's are being considered by at least one unit of the U. S. Government and that the panel's information was erroneous, e. g., toxic effects on wafer life, birds, and mamals; uses of PCB's in a variety of industrial applications. The purpose of my conversation with Upholt was to advise that Monsanto felt that it should discuss with those people in Government who are presently investigating PCB's all of the relevant information which we have about the substance. Upholt agreed, but said that he thought we should first look at the attached report. I see nothing in the report that is so significant to have been a condition precedent to a meeting. Upholt advises that prior to Mr. Ruckelshaus taking any sort of final action on PCB's, he would seek the advice of the Pesticide Advisory Committee and I, therefore, believe that, at least as a beginning, Dr. Kelly and John Mason should have an informal discussion with Upholt. This meeting would probably lead us to another group with EPA. After you have considered the matter, 1 would be pleased to secure an appointment for Dr. Kelly and Mr. Mason or any other.personnel you may deern appropriate.
