On March 11, we met with the Plant Environmental Manager, Mr. Sam Wise at the opening conference. We presented our credentials to the facility representative, Mr. Sam Wise, and informed him that this was an EPA and DEQ Louisiana inspection to determine the facility's compliance with the Clean Water Act (CWA) and the National Pollutant Discharge Elimination System (NPDES) water intakes and discharge regulations. The scope of the inspection included a compliance evaluation of the NPDES permit (LA0008036) that includes DMR data and effluent limitations, 316b cooling water intake structures integrity, 316b intake and discharge processes, monitoring/sampling requirements, equipment/pipes maintenance, 316b biomonitoring requirements connected with best management practices and best technology available to minimize impingement mortality and entrainment of aquatic organism, review of stormwater pollution prevention plan (SWPP3) and Spill Prevention Control and Countermeasures (SPCC) plan, record keeping requirements, and facility procedures connected to the permit. Following the opening conference, Mr. Sam Wise and other facility members accompanied us for the entirety of the inspection and gave us a tour of the site in a company vehicle. The closing conference was held with Mr. Sam Wise where we informed him of the results and observations of the inspection. FACILITY DESCRIPTION The Brame Energy Center is located at 275 Rodemacher Road in Lena, Rapides Parish, Louisiana. The Brame Energy Center is a fossil fuel-fired steam/electric generating facility. The Brame Energy Center is regulated under the national effluent guidelines in the Code of Federal Regulations (CFR) at 40 CFR 423 (Steam Electric Power Generating). Initial startup at the facility was in 1975 when a 440-megawatt (MW) natural gas-fired boiler/turbine was installed (Unit 1). The facility expanded in 1982 when an additional coal-fired boiler system came online to provide an additional 523 MW LPDES Permit Renewal Application Cleco Power, LLC- Brame Energy Center 2 CK Associates of electric power providing a total of 963 MW of power (Unit 2). An additional package boiler (26 MW) burns natural gas or No. 2 fuel oil to heat heavier fuel oils for Units 1 and 2, when needed. The facility expanded in 2008 when Unit 3 consisting of two 330 MW Circulation Fluidized Bed (CFB) boilers were installed. Unit 3 provides approximately 600 MW net total electric output (660 MW gross). Petroleum coke (petcoke) is used as the primary fuel source; however, the unit is designed to utilize a broad variety of solid fuels and fuel blends. The facility consists of several process areas that include boiler operations, water treatment, turbine operations, oil storage, coal storage, petcoke storage, fly ash and bottom ash storage, service operations, solid fuels and limestone unloading operations, and various support structures. The Brame Energy Center operates several wastewater treatment systems including heat dissipation, oil/water separation, sedimentation, clarification, filtration, neutralization, metals precipitation, and flocculation. The majority of wastewater is associated with the need to remove excess heat generated during electric power production. The Brame Energy Center uses the 3,070-acre Lake Rodemacher for heat dissipation. The Brame Energy Center discharges wastewater from three external final outfalls (001, 2 Cleco Power, LLC - Brame Energy Center Inspection Date Monday and Tuesday 03/10-11/2025 002, and 003) and ten internal outfalls (101, 201, 301, 401, 501, 601, 701, 801, 901, and 111) under LPDES Permit No. LA0008036. In addition, the Brame Energy Center uses several retention ponds for sedimentation (settling) including Lake Rodemacher (Outfall 001), coal sedimentation pond (Outfall 201), bottom ash, fly ash, and leachate ponds (Outfall 401), petcoke/coal and limestone pond (Outfall 501), metals cleaning pond for Unit 1 (Outfall 601), clarifier sludge pond (Outfall 701), and metals cleaning pond for Units 2 and 3 (Outfall 111). The metals cleaning ponds may be treated with ammonia to raise the pH and help precipitate metals out of the wastewater. Sanitary wastewater from sinks and toilets are routed via sanitary sewer to the City of Lena for treatment and discharge. The Brame Energy Center uses various water treatment chemicals in the raw water treatment plant, utility equipment, and wastewater treatment systems to condition and/or remove pollutants to improve water quality of wastewater, as needed. Low volume waste, as defined in 40 CFR 423, includes, but is not limited to, wastewater from wet scrubber air pollution control systems, ion exchange water treatment system, water treatment evaporator blowdown, laboratory LPDES Permit Renewal Application Cleco Power, LLCBrame Energy Center 4 CK Associates and sampling streams, boiler blowdown, floor drains, cooling tower basin cleaning wastes, and recirculating house service water systems. A Water/Wastewater Flow Diagram (See Diagram No. 1 in appendix 2) illustrate the locations of each outfall at the facility (See Photo Nos. 1 23 in Appendix 1). Section II - OBSERVATIONS Water Source, 316(b) Information, and Discharge: The Brame Energy Center does not withdraw cooling water from Waters of the State or Waters of the United States as defined at LAC 33:1X.2313 or 40 CFR 122.2, respectively, for permitting purposes. Water is withdrawn from a private Lake Rodemacher (nonpublic lake and lake owned by facility) for industrial purposes. Potable water is obtained from the Town of Lena (unincorporated community). The Brame Energy Center uses the 3,070-acre private Lake Rodemacher for heat dissipation and discharges. The Brame Energy Center discharges wastewater from three external final outfalls (001, 002, and 003) to Red River and ten internal outfalls (101, 201, 301, 401, 501, 601, 701, 801, 901, and 111) to Lake Rodemacher under LPDES Permit No. LA0008036 (See Diagram No. 1 in appendix 2). At the time of the inspection, we observed that water is withdrawn via water intake pumps from Lake Rodemacher for cooling and industrial purposes. The intake screen system is a filter designed to prevent debris and contaminants from entering a system and to protect equipment from damage. Also, we observed fishing activities at Lake Rodemacher. We did not observe any sings stating that the lake is a non-public or private lake. This private lake is a popular spot for fishing largemouth bass, alligator gar, bass and black crappie (See Photo Nos. 1 - 5 and 8 - 10 in Appendix 1). Raw Water Treatment System The Brame Energy Center operates a water plant that filters, clarifies, and softens water for the boiler and other plant water needs. 12% bleach (sodium hypochlorite) may be used in the water plant and service water lines to control biological growth (as needed). At the time of the inspection, we did not observe any deficiencies (See Photo Nos. 6 - 11 in Appendix 1). Description of Outfalls External Outfalls: Discharge into a tributary of subsegment 100101 of Red River Basin (001) and a Red River Oxbow thence to the Red River (002 and 003). Outfall 001 consists of the intermittent cooling impoundment discharge consisting of previously monitored Outfalls 101, 201, 301, 401, 501, 601, 701, 801, 901, and 111, storm water runoff, and miscellaneous wastewaters which include, but are not limited to, fire system test water, eye wash station and safety shower water, steam condensate, and general facility washwater. At the time of the inspection, we observed that the outfall 001 consist of a large discharge area approximately 9,141.80 ft. We did not observe any device or system that control the discharge volume going to water to Bayou Jean de Jean thence Red River (See Photo Nos. 12 - 14 in Appendix 1). Outfall 002 consists of the intermittent discharge of barge river water, barge rainwater, barge washwater, dock and equipment washwater, storm water runoff and alternatively routed wastewater from Outfall 003. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Outfall 003 consists of the intermittent discharge of rainwater from the dewatering of dry commodity barges and dry commodity barge washwater. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Internal Outfalls: All internal outfalls discharge into Lake Rodemacher. Outfall 101 consists of the intermittent discharge of hydrostatic test water. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Outfall 201 consists of the intermittent discharge of coal sedimentation pond effluent, emergency overflow from the petcoke/coal and limestone pond, storm water runoff, ash loading silo washwater from Unit 3, and miscellaneous wastewaters which include, but are not limited to, fire system test water, eye wash station and safety shower water, steam condensate, and general facility washwater. At the time of the inspection, we did not observe any deficiencies (See Photo Nos. 18 - 19 in Appendix 1). Outfall 301 consists of the continuous discharge of once through non-contact cooling water from Units 1, 2, and 3, previously monitored Outfalls 801 and 901, and miscellaneous wastewaters which include, but are not limited to, fire system test water, eye wash station and safety shower water, steam condensate, and general facility washwater. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Outfall 401 consists of the intermittent discharge of bottom ash transport water, fly ash pond wastewaters including fly ash pile runoff, demineralizer wastewaters, filter backwash, clarifier underflow, leachate, and storm water runoff from the ash management area, ash hydration wastewaters, and miscellaneous wastewaters which include, but are not limited to, fire system test water, eye wash station and safety shower water, steam condensate, and general facility 4 Cleco Power, LLC - Brame Energy Center Inspection Date Monday and Tuesday 03/10-11/2025 washwater. At the time of the inspection, we did not observe any deficiencies (See Photo No. 11 in Appendix 1). Outfall 501 consists of the intermittent discharge of storm water runoff from the petcoke/coal pile runoff and limestone runoff pond, ash loading silo washwater from Unit 3, barge river water, barge rain water, barge washwater, dock and equipment washwater, storm water runoff, and miscellaneous wastewaters which include, but are not limited to, filter backwash, fire system test water, eye wash station and safety shower water, steam condensate, and general facility washwater. Petroleum coke (petcoke) is used as the primary fuel source. Facility monitor flow, TSS, and pH effluents. According to the EPA under the CWA, when analyzing petroleum material such as Petco for EPA Clean Water Act (CWA) compliance, the key parameters to measure include Total Petroleum Hydrocarbons (TPH), Oil and Grease, and potentially Adsorbable Organic relevant to the specific CWA permit (See Photo Nos. 15 - 17 in Appendix 1). Outfall 601 consists of the intermittent discharge of chemical and non-chemical metal cleaning wastewater, air heater washwater, boiler cleaning wastewater, and storm water runoff. At the time of the inspection, we did not observe any deficiencies (See Photo No. 20 in Appendix 1). Outfall 701 consists of the intermittent discharge of clarifier sludge pond effluent, storm water runoff, and miscellaneous wastewaters which include, but are not limited to, fire system test water, eye wash station and safety shower water, steam condensate, and general facility washwater. At the time of the inspection, we did not observe any deficiencies (See Photo No. 21 in Appendix 1). Outfall 801 consists of the intermittent discharge of low volume wastewaters including, but not limited to, boiler blowdown and non-oily drains, fire system test water, eye wash station and safety shower water, steam condensate, and general facility washwater. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Outfall 901 consists of the intermittent discharge of low volume wastewaters including, but not limited to, floor and roof drains, excess well water, filter backwash, clarifier underflow, demineralizer wastewaters, boiler blowdown, water treatment wastewater, fire system test water, eye wash station and safety shower water, steam condensate, general facility washwater, and previously monitored hydrostatic test water. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Outfall 111 consists of the intermittent discharge of chemical and non-chemical metal cleaning wastewater, air heater washwater, boiler cleaning wastewater, storm water runoff, and alternatively routed low volume wastewaters typically discharged through Outfall 901. At the time of the inspection, we did not observe any deficiencies (See Diagram No. 1 in appendix 2). Storm Water Drainage, Management, and Discharge The management and discharge of storm water at the Brame Energy Center is achieved through existing nonstructural Controls (SWPPP, SPCC and others), structural controls, and Best Management Practices (BMPs). These controls testing, repairs, updates, and other minimize the potential risk for releases of pollutants and reassure mindfulness of the importance of storm water management. At the time of the 5 Cleco Power, LLC - Brame Energy Center Inspection Date Monday and Tuesday 03/10-11/2025 inspection, we observed that the SPCC and SWPP plans were not updated and were missing final signatures. Section III - AREAS OF CONCERN The following Areas of Concern were observed during the Inspection and follow-up conversations discussed with the facility: 1. We observed fishing activities at Lake Rodemacher. This private lake is a popular spot for fishing largemouth bass, alligator gar, bass and black crappie. We did not observe any signs stating that the lake is a non-public or private lake 2. Petroleum coke (petcoke) is used as the primary fuel source. Facility monitors flow, TSS, and pH effluents "EPA under the CWA, when analyzing petroleum material such as Petco for EPA Clean Water Act (CWA) compliance, the key parameters to measure include Total Petroleum Hydrocarbons (TPH), Oil and Grease, and potentially Adsorbable Organic relevant to the specific CWA permit". 3. We observed that the SPCC and SWPP plans were not updated and were missing final signatures Pursuant to Part III (page 12 of 18) Section D 10 of the NPDES permit, "All applications, reports, or information submitted to the state administrative authority shall be signed and certified" Section IV - FOLLOW UP EPA will provide a copy of the inspection report and hold follow-up meetings relevant to discuss inspection report results, observations, and potential corrective actions. Facility will provide and discus information connected with the areas of concern.
