Facility Type: Described by the FESOP as a paint manufacturing facility. Reason: Provided CBI warning to facility The following information was obtained verbally from Scott Knott unless otherwise noted. Company Ownership: UGL was sold to Sika Corporation USA approximately three weeks prior to the date of the inspection. Process Description: UGL manufactures various sealants, paints, stains, and polyurethane products. These products may be water, oil, or powder based. The facility has 17 bulk storage tanks. Additionally, lower throughput raw materials, such as resins, are stored in smaller containers including drums. Dry material is stored in bags. Production begins by adding a liquid product recipe to a batch mixer. There are five 1,000-gallon mixers and three 250-gallon mixers. The material is then mixed for a total batch time of 2.5 to 3 hours. The mixers are not heated and remain open while in use. After mixing, the material is tested for quality control, then routed to tanks used to fill final product containers. Final product leaves the facility in containers ranging from five-gallon pails to half-pint cans. The facility has dedicated equipment for the production of one powder product. Staff Interview: The facility operates from 8 AM - 4:30 PM Monday - Friday with 30 employees. While the facility uses pigments in its products, they are not believed to contain metal hazardous air pollutants. UGL personnel were not aware of any performance tests that have been conducted at the facility and have not received any complaints about operations from the community. A baghouse is used to control particulate emissions at the mixers. Lids were open on the mixers in use and at one mixer containing an oil-based polyurethane product that had finished mixing but had not yet been emptied.
