The fuel at this Facility was sold to the public but is currently inactive. The Environmental Protection Agency's records indicate that the Facility has three fiberglass reinforced plastic (FRP) underground storage tanks (UST) 10,000 gallons each, which were installed in May 2013. The Facility piping is a pressurized system with double-walled, FRP construction. Inspection Narrative The Facility has been closed since approximately 2017. There are no documents for temporary or permanent closure. The owner is unavailable for contact. In August of 2022, the Facility's main building was destroyed by fire and burnt to the ground. All that remains from the ruble are the UST's and the dispensers. On September 26, 2023, the EPA UST program personnel conducted an inspection at Red & White Trading Co in Fort Yates, North Dakota. The EPA last inspected the Facility on November 3, 2020, and it was selected for routine reinspection. 3040023 - Red & White Page 1 of 3 9/26/2023 UST Inspection The EPA inspectors arrived at the Facility at approximately 11:45 a.m. Central Daylight Time (CDT). The inspectors were greeted by a representative from the Standing Rock Tribal Environmental Program. The Tribal representative had keys to the locks on the fill port caps that were installed after the last inspection in 2020. A Notice of Inspection (NOI) (see Attachment A) was filled out, but it remains unsigned. The EPA inspectors began with a physical inspection of what is left of the UST system, unable to review any of the Facility's UST records. EPA inspectors took photographs of the UST system components during the inspection (see Attachment B). Tank Leak Detection Tank release detection records are unavailable. Piping Leak Detection The Facility's piping equipment records are unavailable. Cathodic Protection The Facility does not require cathodic protection as the tanks and piping are FRP. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Documentation of the triennial spill bucket tests and the overfill prevention equipment tests are unavailable.
