Messrs Leisy, Engman, Johnson, Munoz, and myself met on Wednesday, January 9, 1974 to plan a course of action to reduce the level of PCB losses to a value which would be acceptable in light of the proposed effluent limits. It is evident from the sewer sampling performed to date that we are unable to obtain representative samples from the sewers. Considerably more material is found at the in fluent to the treatment plant than is indicated by the samples taken at the PCB handling departments. There fore either: A. Material is reaching the sewer from areas which should be free of PCB or B. Material is leaving the PCB areas as a separate phase and is being missed by the sampler We decided to immediately check "A" by sampling upstream. Results for the period January 9, 1974 to January 13, 1974 indicated a loss of 0.47 lb. PCB from Area 3 of the sewer system and a total of 0.04 lb. from those departments in Area 4 where no PCB is used. Area 3 includes all the areas where HC1 is recovered or sewered. During the same period HC1 was sewered intermittantly at Department 246 and this was reflected in higher PCB levels at 246 and 2A. In order to pin down the sources of PCB we plan to: A. Take composite samples at 3E and 4H (Using existing slow samplers) for the period of January 13 to Jan uary 16. B. Take grab samples at these points for comparison. C. Construct 1 more Flip Flop sampler for use in this investigation.
