THE VINYL CHLORIDE SAFETY ASSOCIATION - VCSA
The forerunner of the VCSA began in 1964 with an irregular schedule of informal meetings of various company representatives with no by-laws, formally constituted officers, nor established agenda.
Original company attendees included personnel from Dow, Monsanto, General Tire, Union Carbide, Pantasote, Air Reduction, American Chemical, Diamond Alkali, Cumberland Chemical, J. D. Frank Co., Cary Chemical, Borden, Stauffer, U.S. Rubber, Firestone, Goodyear, Goodrich, and Great American. As the loose association evolved, the VCM producers were also admitted to the founding body of PVC producers.
The group called itself the PVC Producers' Safety Council and was concerned only with safety. Through the 1960's, meetings were held in various cities, sometimes more than one in a year; and in some years, there were no meetings. Attendance varied from large groups for safety information exchange to a few people to develop administrative and other direction for the growing association.
In 1970, the VCSA was officially instituted with by-laws and elected officers. Attendance was limited to member companies only. Once-a-year meetings were scheduled in various cities. Also in 1970, the first attendees from outside the U.S. were welcomed, and these originally came from Canada.
About 1975, a shift in the subject matter discussed occurred toward environmental and health with the onrush of EPA and OSHA VCM regulations. By consensus agreement, this was reversed at the 1981 meeting back to the charter purpose of VCM safety.
