Westlake, LA 70669 Box 605 Dear Mr. Conrad: The Air Quality Division acknowledges receipt of your quarterly report dated December 15, 1987 relative to vinyl chloride in your Westlake plant. Your report indicates three incinerator by-passes during this period. We suggest that it would be prudent of Vista to include in these write ups action taken to prevent future occurences of the same type. With regard to the Thermal Incinerator your reference to the three hour average is in error, the reference being a one hour average, as found in Section 77.11(c)(1). We also note one exceedance of the lOppm standard with respect to the HCL column.
