I presume that our system of filing may have sprung a weakness, although It Is more likely that I am responsible for short-olrcuitlng the filing system by having put this letter in some illogical place. In any case x cannot check up on what I said to you, and although I have no objection to being quoted in print, I like to be very sure that what I have said in a letter or a conversation Is so said that It cannot be misunderstood, and also that It represents my latest Judgment on the matter at issue. Accordingly, If you will be good enough to send me a copy of my letter, I shall be glad to edit it, and I may find It possible to improve upon what has been said. I take this precaution because this problem has been surrounded by a great deal of dis cussion and no little controversy.
