Turner Date February 28, 1980 Subject Marine Dock Upgrading and Coordination This letter is being issued to verify the VCM Plant's position on the proposed revisions for the No. 3 Dock which were discussed at a meeting on February 8, 1980 between Refinery and Chemical Plant personnel. According to your letter of February 12, 1980, three options were considered: I. Replace the hose booms with two cranes and continue to use hoses. II. Install one crane for the VCM hose and use loading arms on every thing else. III. Replace the hose booms and hoses with loading arms only. Option III is not a viable alternative since plant experience has shown leakage from the swivel joints of loading arms results in unacceptable levels of personnel exposure to both VCM and EDC. Also, multiple service of either hoses or loading arms cannot be considered because of product contamina tion. Therefore, hoses and separate loading facilities must be maintained for both VCM and EDC. It would be premature to eliminate Option I, as you proposed in your February 12, 1980 letter, until cost estimates are completed for both Options I and II. Since it is in the best interest of Conoco to pursue the most cost effective option, it is felt that a clear project definition and CED cost estimates are needed before deciding which option should be pursued.
