George Avery, chair of the Conservation Committee, presented a summary report on Vista Chemical (attached). During the meeting, discussions were held regarding Vista's plans for the Parke site. The following is a summary of discussions on each of the points listed in Mr. Avery's letter. 1. Preliminary platting by the developer established that the site would be governed by the Lake Travis Watershed ordinance. 2. The Sierra Club wondered if Vista would commit now to agree to any future city ordinance regarding hazardous waste transportation. -----^7This question was not directly answered yes or no, we would need to see the ordinances. 3. We discussed Vista*9 willingness to put language in our contracts restricting use of RR 2222 by transports. The Sierra Club's response was positive to this. 4. The Sierra Club would like to see us lower this even more if possible. We did not commit to this. 5. We pointed out that we had worked closely with the city arborist on our site plan and that he felt we would not even need to replace any of the trees removed for building construction. 044/MJH004 ye>-**99 Page 2 Sierra Club Meeting 6. We pointed out that we had agreed/with the city's environmental staff to incorporate herbicide/pepticida^guldellnes in our PDA. Ue pointed out that we were Pleading the wav? in an effort to control uses of pesticides/herbicides in this area. J^7. This item is a concern to the club. No discussion was held as to what could be done about it, short of having no development at all. 8. --> ^ The Sierra Club wanted Vista to undertake a program of monitoring the cave fauna to provide data to study the effects of development. The developer pointed out that the major cave and sink area would be dedicated property and the local scientific community would have access to the cave/sink. I indicated that since there was so much development likely to occur around us of a more dense nature, that Vista would not be able to undertake snch-ar-nrogram. " The other points listed in Mr. Avery's letter were addressed in a general nature only. Duncan Muir presented strong arguments regarding decisions already made by the city to allow development of this area. He also reiterated the strong involvement of the city's environmental staff in the project and their clear support of our project on this site. (Wey told the club we were not looking for them to support our project. vJe wanted" to inform them of who Vista is and what we will be doing on this site. He wanted to determine if the site was feasible for our use. Early indications were that the club had no major problems. Nancy Fuentes, chairperson. Indicated they would get back to us on their decision of whether or not to oppose the project. Later conversations between Mr. Broberg of the Sierra Club and Jerry Heare indicated that the club would not oppose the project.
