EPA and NCDEQ met with Mr. Tony Hawkins and reviewed the facility's monitoring records and discussed the facility's self-monitoring program. The following is a summary of the RI findings and observations. I. Records/Reports The inspection observations verified the permit information regarding the name, description of the facility, location of the permitted outfall, and the location of the receiving waters. A copy of the permit was kept at the facility. Violations noted in the EPA's database occurred during the startup phase of the new WWTP (for Phosphorus limitations) and during a period of extreme rainfall (flow violation in the first quarter 2021). The old WWTP has been decommissioned and all wastewater from the town is now treated at the new WWTP. The new WWTP was commissioned in September 2019. The EPA database is showing several months of missing DMRs. However, the NCDEQ database does not has these violations reflect in its database. Further, the Town operator asserts that he has not been late on any of his required submission. NCDEQ staff Robbie Bullock is following up with NCDEQ headquarters in Raleigh, NC to investigate the data discrepancy. II. Facility Site Review The Town of Trenton, NC recently constructed a new WWTP. The activated sludge package plant is permitted to treat 0.14 million gallons per day (MGD) of wastewater per day. Ultraviolet (UV) disinfection is used for pathogen control. The WWTP is located in an area that has additional lands that can be used to expand the treatment plant if regionalization with other towns is accomplished. III. Flow Measurement The facility is permitted to treat 0.14 MGD and on average treats 30,000 gallons per day. Flow is measured using an inline Mag meter device. The flow measurement device was last verified on 8/26/2021. IV. Self-Monitoring Program Sampling and analytic testing are conducted by Environmental 1 and Vanns laboratory. In-situ sampling is conducted by the on-site operators. Page 2 of 3 V. Operation & Maintenance The facility is operated by one operator/plant manager. The wastewater collection and transmission system (WCTS) is operated by the WWTP operator. Recent improvements in the WCTS have removed a significant amount of I/I from the influent to the WWTP and has assisted with consistently achieving effluent limits. VI. Sludge Handling The solids from the treatment process are lime stabilized in an aerated digester before being hauled to a land application site. VII. Effluent/Receiving waters Receiving water could not be observed. The WWTP discharges to the Trent River. No foam or screen was noticed on the effluent leaving the treatment plant.
