Based on a conversation with my client last night it looks like this project HCP was cleared to be published in the Federal Register and is expected to run either Friday or Monday. I'm not sure if anyone on this thread had a role in that and if so thank you. So for now I think we're good but I would welcome the opportunity to do a bit of forensic analysis to better understand where things got held up on this so that I can better advise clients moving forward on timing and contact points along the way as their applications are being reviewed. This time it is a transmission line in Oklahoma that the client is looking to obtain ESA take coverage for impacts to American Burying Beetle during construction and operational activities. According to the client the Region 2 staff and regional solicitor have signed off on the low-effect Habitat Conservation Plan and it was transmitted to HQ in early December and has been in the Secretary's office since early January. Any chance we can meet tomorrow or Wednesday to discuss the particulars of this and see what can be done to shake things loose? This should be relatively straightforward and noncontroversial, and while the client does not want to make waves, as they are working on several other issues in this region and the regional staff have been good to work with, with a looming construction season and needing to have line in service no later than end of 2018 time is of the essence.
