No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Arklatx Operating Company, Inc., Flenniken A. Lease Tank Battery which contained an oil seperator and two tanks. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil separators, pipes, and tanks located at the facility, see Appendix 1 (photo log), photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I observed the standing water within secondary containment with oil sheen on the water, see photo No. 2. I observed the secondary containment's rainwater discharge/drain valve, which had a leak near the connection of the valve and pipe, see photo No. 3. I observed vegetation growing into the secondary containment berm, see photo No. 4. Section III - AREAS OF CONCERN No closing conference was held due to no Arklatx Operating Company, Inc. staff being present during the inspection. Areas of concern at the time of the inspection include the leaking secondary containment valve, oil sheen on the water inside the secondary containment and the vegetation growing into the secondary containment berm.
