ASBESTOS REINSPECTION ^ DATE: October 1, 1973 location: Wilmington LOCATION: Ak* On September 4. 1973. we sent a required follow-up report on our progress in asbestos fiber control. At the same tins we also submitted on sir test report that indicated we had our problms under control. On July 23. 1973, we had ten air samples taken in various areas of the operation. These samples were sent to a local testing laboratory for analysis. On 8/22/73 the completed analysis report was returned to us and indicated that we now met all O.S.H.A. requirements regarding asbestos fiber air contamination. This was included in our 9/4/73 O.S.H.A. folldw up report. Later telephone discussion with O.S.H.A. indicated that we were dear of all requirements if they. O.S.H.A., accept our test results. It is now apparent that they will not accept our test results. On 9/28/73 Mr. Harold Pauly, O.S.H.A. Inspector from their Syracuse Office arrived at our plant at 7:30 A.M. and conducted three 8 hour dust sample tests. Two of these were for asbestos while the third was run for a check on ao called nuisance dust. Asbestos testa wars conducted on our employees J. Dean, bag slitter operator; L. Quackenbush, Bag Packer operator, while the nuisance, dust test was conducted on A. Hendricks, truck drive. We have been advised that the Gypsum Division is considering purchasing testing equipment and training someone to run the test and provide analysis of the results. I would have to question the advisobLlity of this procedure based on our experience. We had the asbestos tests run by a retired U.S. Bureau of Mines Inspector who has completed the required course of study and is qualified to conduct asbestos dust sample tests. We had the samples analysed by a commercial Laboratory, Buffalo Testing Laboratory, and their results are not acceptable to O.S.H.A. I ask Mr. Pauly if thsse samples wars taken and analysis run by GeorgiaPacific employees, even if properly trained, if they would be acceptable to O.S.H.A. Mr. Pauly advised that at this time they would not. We advised Mr. Pauly that as of today, 10-1-73, we would no longer be using asbestos la our dry Joint Compounds. He requested that this information be related to O.S.H.A. through the normal manner. We have done this by way of our regular 30 day asbestos status report to O.S.H.A. in Syracuse and New York City.
