Gross 9036 Jeffery Road Great Falls, Virginia 22066 Dear Dr. Gross: Following our meeting in Cincinnati, out subsequent corres pondence and telephone conversations concerning ajproposed agreement between you and Dr. Robert A. Kehoe relating to the fiirther develop ment by you of certain human lead balance data accumulated by Dr. Kehoe at the Kettering Laboratory at the University of: Cincinnati, and in response to your request that we provide you with some written indication of the mutual intent of you and Dr. Kelioe w;ith respect to the development of the data, I am happy to provide you: with the following. Essentially, it is proposed that you wohld develop further and publish the results derived from basic data compiled by Dr. Kehoe at the Kettering Laboratory of the University of Gincihnati Department of Environmental Health. The "project", as preseritly contemplated, would involve three separate phases, and would be completed within two years of the date of commencement of the first! phake thereof. The three phases of the project are very generally deberib^d as follows: Phase 1 Description of and Definition of Data. Phase 2: Correction, if possible, of rejsults for dietary variations. Phase 3 Development of a mathematical model based on the data with delineation o f lead absorption attributable to diet, inhalati on, etc. It is my understanding that Phase 1 willl be funded by a grant from the Ethyl Corporation, although I note Ifrom your corres pondence that Dr. Kehoe has already advanced some 3,000 toward out side expenses incurred in connection with this aspect d>f the project. (1) Any commitment of Dr. Kehoe wmoiutledd bteo 1$30,000 and would be conditioned on your being able., to make satisfactory arrangements for funding the balance of the cost of the project. (2) Designation of some appropriatfeorverheiccelipt and disbursement of the funds provided by Dr. Kehoe; hope.1fully this would be accomplished by some form of grant to the universityy which would . be earmarked for this project. (3) Recognition and credit in all publications of the results of the project of the contributions thereto of Dr. Kehoe and the Kettering Laboratory ,,and/or the Department o T Environmental Health of the University of Cincinnati. 1 (4) If further projects, or further development of the data, are generated by reason of this project, there pould be an opportunity for both you and Dr. K e h o e -to participate therein. As I indicated to you over the telephone, itj seems to me - that preparation of a more formal agreement between ydu and Dr. Kehoe should await the conclusion of your efforts with respect to establishing the connection with a university or other private organi- zation for providing the additional funding and fcili ties' necessary for the completion of the project. .'
