No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on a crude oil spill along a lease road near All Gulf Road. The spill from the flowline is within a wetland that has surface connection to tributaries of Smackover Creek. Section II - OBSERVATIONS I observed loose oil on the east side of the lease road from a recent spill; see Appendix 1 (photo log), photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I also observed several areas with loose oil, oil sheen, and oil staining, see photo No. 2 through No. 4. I observed oil staining on trees, soil, and flattened vegetation, see photo No. 3. The oil spill is located within a wetland, see photo No. 4 and No. 5. Section III - AREAS OF CONCERN No closing conference was held due to no Jerry Langley Oil Company, LLC staff being present during the inspection. The area of concern at the time of the inspection is the loose oil in the area. Section IV - FOLLOW UP The inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure area of concern are properly addressed.
