RESULTS Abstract This is a report of an emission test conducted by PPG Industries, Inc., on January 8, 1979, at its Lake Charles, Louisiana, facility pursuant to paragraph 61.67 of the NESHAP regulations on vinyl chloride, ^0CFR6l. The emission sources in the facility which are covered by this regulation and which were in operation during the emission test are: vinyl chloride monomer (VCM), ethylene dichloride by oxychlorination (OHC), and vinyl chloride section of PPG's Tri-Ethane II unit (VC). Each source was operating at the maximum capacity attainable on the day of the test. These rates are shown below: Source Operating Rate as Percent of Maximum Operating Rate I V I I . CONCLUSIONS VCM 97 OHC 9k VC 27 The low rate at VC is due to the fact all portions of the Tri-Ethane II facility have not yet been completed. The VC unit cannot achieve maximum production rates until the oxychlorination section of this facility is completed later this year. | I I I . FROCEIURES Hie control devices utilized by PPG for control of vinyl chloride emissions include two process incinerators (for gaseous emissions) and two in-process waste water strippers. All emission sources and control devices were operating normally during the emission test which was conducted in accordance with EPA approved procedures. The test was witnessed in its entirety by a representative of EPA Region VT.
