George Street Lodge Grass, MT 59050 Facility Representative: EPA Facility ID Number: Reason for Inspection: Inspection Team: 2020049 Routine compliance inspection Marta Grabowski, Inspector, EPA UST Program Roberta Person, Inspector, EPA UST Program UST System Description The Lodge Grass School (Facility) has a Privately-owned underground storage tank (UST) and is located on the Crow Reservation in Lodge Grass, Montana. The UST has been in temporary closure since 2019. The Environmental Protection Agency's Facility records indicate the Facility has one fiberglass reinforced plastic (FRP) UST with a capacity of 8,000 gallons and FRP piping. The UST was installed in June 1982. Inspection Narrative On July 22, 2025, the EPA UST program personnel conducted an inspection at Lodge Grass School in Lodge Grass, Montana. The EPA last inspected the Facility on June 28, 2022, and they selected it for routine re-inspection. On July 17, 2025, a BIA circuit rider, partnering with EPA, left an in-person message at the school office to announce the inspection date and time (see Attachment A). Due to last-minute schedule changes, EPA ended up contacting the school and conducting the inspection several days earlier than planned. The EPA inspection team arrived at the Facility at 1:52 p.m. MDT, and Ms. Grabowski presented inspector credentials to the Facility representative. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Tank and Piping Leak Detection The UST was emptied and put in temporary closure in 2019, so no release detection is required as long as the UST remains empty. Cathodic Protection Cathodic protection (CP) is not required at the Facility. The portion of tanks and piping that are in contact with soil are constructed from non-corrodible materials. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Testing/inspection of the spill bucket and overfill prevention equipment is not required as long as the UST is in temporary closure. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Walkthrough inspections are not required as long as the UST is in temporary closure. Operator Training is the designated Class A/B operator at the Facility indicated by training certificates available onsite. Financial Responsibility EPA records include a Montana DEQ non-operating permit for the UST with an expiration date of March 15, 2027. A certificate of financial responsibility was not available onsite at the time of inspection. Physical Observations The EPA inspector viewed the spill bucket/fill pipe, the dispenser, and the ATG console. The ATG console was not connected as the facility is not active. The spill bucket contained a small amount of water. The tank was gauged during the inspection and indicated less than one inch of fuel residue. Inspection Conclusions and Recommendations Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be sent, which includes the inspection checklist (see Attachment D).
