minutes TECHNICAL COMMITTEE MEETING Vista Airport Hotel 1170 Spring Street Elizabeth, New Jersey Wednesday January 20, 1993 9:00 a.m. Attendees: Larry Brecker, Witco Bob Burnett, Vinyl Institute Dick Burns, Union Carbide Lee Fishbein, Borden Chemicals and Plastics Ron Gilbert, Westlake Polymers Don Goodman, OxyChem Roy Gottesman, CMR Bud Hall, Vista Chemical Richard Magee, NJIT Lou Maresca, BFGoodrich Ron McCreedy, Dow USA Alan Olson, BFGoodrich A1 Reventas, Shintech The meeting was opened at 9:00 a.m. by chairman Ron McCreedy and followed by a round of self-introductions. The budget report was not presented due to delays in receiving latest information from SPI in Washington. This will be included in the next meeting report. The minutes of the September 17, 1992 meeting were approved as submitted. Motion to approve was made by Don Goodman and seconded by Bud Hall. Chairman McCreedy noted the meeting objectives and also commented that a great deal of material had been sent out prior to the meeting in terms of reports for the record and also additional copies of supporting material were available at the meeting. Participants were asked to the extent possible not to repeat material already submitted and these reports will not be attached to the minutes, but is available upon request for those who have not already received this material. PROJECT REVIEWS Dick Magee reviewed in some detail the Swedish and Norwegian projects which are proceeding slowly as documented in previously submitted reports. The reactor seems to be checking out o.k., although some data is suspect. (See assignment no. 1). The HC1 recovery program was covered by Ron McCreedy and Alan Olson, which does not seem to be feasible economically as a direct process. However, incremental costs, when further defined, may give a different view. (See assignment no. 2). It was suggested that the Executive Director contact a former Hoechst employee, Johannes Brandrup concerning a German salt recovery project which apparently has had some success. The possible use of advanced membrane technology for HC1 recovery was discussed. Alan Olson agreed to follow up on this general project. (See assignment nos. 3 and 4). FIRE SCIENCES Bud Hall talked about corrosion testing and current SPI/ASTM activity. This is tending toward more fire hazard and risk assessment work. A proposal was attached for consideration from Battelle. Olson and Hall will discuss possible alternatives with Fred Clarke and perhaps others. (See assignment no. 5) . The budget implications of this should be carefully considered. Bud Hall then talked about toxicity status regarding the "U-Pitt" test. He also gave an update on regulatory activities. The HC1 decay report will be published as a VI technical paper. As soon as we have a final draft, we will assess the most economical means to produce and distribute this in a quality fashion. Alan Olson and Roy Gottesman will follow-up. MEDICAL/HEALTH EFFECTS The compendium is reaching the final stage and should be completed in about 90 days. (See assignment no. 6). As with the HC1 decay report, this will be published by the VI and the publication costs will be obtained when we have a final draft. (See assignment no. 7) UNIT RISK FACTORS This was discussed by Ron McCreedy. (See assignment no. 8). We have agreed to consider funding phase two of this program at a probable $20,000 cost to the VI, which would be expended in the third quarter of 1993. (See assignment no. 9). REPORT ON APC PROGRAMS Roy Gottesman brought the group up-to-date on recent activities of the Product Benefits Committee and also gave a status on the Chem Systems lifecycle analysis, which is underway. He also commented on various energy recovery programs which are being studied in the R&S 144369 3 product stewardship area of APC. It was noted that Dick Magee is consulting with the group and further details were provided by Don Goodman. A so-called "white paper" should be available by the fourth quarter of 1993. FEEDSTOCK Tertiary recycling was then discussed, i.e., pyrolysis. APC has contracted with CONRAD in centralia, Washington to do a test burn. Other work is being performed at Great Lakes Research in Tennessee, i.e., a coker study. VIGOR UPDATE The Executive Director provided the group an updated status on the various recycling infrastructure programs in various states of development around the country. Clearvue and Waste Alternatives are in operation and Envirothene in California will receive its VinylCycle 12 unit in the middle of February. The program at Eaglebrook, (supported by OxyChem) is performing well. It was noted that positive reports have been received concerning froth flotation technology developed by RPI in Park City, Utah. The first unit has been installed at Hoechst Celanese in Spartanburg, South Carolina and is achieving zero ppm performance. Over lunch. Bob Burnett described the current activities with respect to the IJC and Greenpeace. A detailed refutation to the Greenpeace document - "PVC - Toxic Waste in Disguise" is being developed for dissemination. SOLVENT CEMENT ISSUE - CALIFORNIA The SCAQMD status was reviewed with slides by Don Goodman. The latest status is that the task group will recommend to the government agency revised standards that the industry should be able to meet at least until 1998. CALIFORNIA EIR Roy Gottesman then filled in the group on California EIR which looks very promising and might be fully resolved by mid-year (1993) . INDOOR AIR QUALITY Indoor air quality was then discussed by Lee Fishbein. He referred the group to appendix one on the technical paper by the Vinyl Institute. It was decided to defer an update on that paper. There is some backing for ASTM 9184 to detect possible problems in a sick building syndrome. (See assignment no. 10). The group then considered the budget development for 1993-1994. It R&S 144370 4 was requested that proposals be submitted to the chairman byFebruary 15th. A format for doing this will be developed by Roy Gottesman. (See assignment no. 11) . OTHER ITEMS Two requests from the Electrical Materials Council were discussed and it was agreed that Bud hall would write-up a one-page summary providing information on the requested items. (See assignment no. 12) . On another subject, it was requested that Peter de la Cruz of Keller and Heckman provide an updated status on VCM labeling. (See assignment no. 14) Also, the Health, Safety and Environment Committee will be asked to review this. (See assignment no. 13). It was further noted that the EPA conference on heavy metal stabilizers was held in Providence, Rhode Island in December. A representative of Witco, Dr. Bernard Bluestein, attended and reported on behalf of the Vinyl Institute. He felt there was a negative climate in this seminar with the EPA and many participants geared against industry. witco agreed to write to the EPA protesting a ban PVC statement that was mentioned at that meeting. (See assignment nos. 15 and 16). Finally, Alan Olson recommended that the VI get closer to organiza tions like the Association of Independent Architects (AIA). (See assignment no. 17) . Also a seminar program should be developed for vinyl fabricators and some attention will be given to this. (See assignment no. 18). An action register of all assignments, referenced in these minutes, is attached. There being no further business, the meeting was adjourned at 3:30 p.m. with a decision to meet again on Tuesday, March 23rd again at the Vista Hotel at Newark Airport.
