1. New Rail Car Valve Arrangement Proposal
a) George Marshall to contact Westlake seeking its support for the Committee's new rail car valve arrangement proposal.
b) George Marshall to provide Westlake contact person's name to Has Shah for CMA to follow-up with that contact.
c) Gerry Jordan to follow-up with Curtis Cooper to keep the Committee recommedation moving forward.
2. Rail Car Transportation Information
a) Tom Grumbles, Vergel Perry, and Richard Wagner to complete the confidential worksheet for claculating 1994 rail car ton miles for prorating 1996 budget. A copy of the worksheet is included in their packages, if the previous one was misplaced. Please submit the worksheet directly to Ludwig Benner as mentioned at the bottom of the page.
3. Oil Pollution Act of 1990
a) Frank Principi of CMA informed me that the Advanced Notice of Proposed Rulemaking that was anticipated to be published in the Federal Register in October now is delayed. No new date is available. Frank Principi also has provided me with a list of 87 chemicals (see enclosed) that will be covered by OPA 90. Ethylene dichloride appears on that list but vinyl chloride does not. However, there is a possibility that vinyl chloride May be covered by the OPA 90 at a later date. Please review the enclosed list for other chemicals that may be covered by OPA 90.
4. VCNet Operation Manual
a) Gerry Portis will provide a list of companies/organizations who have . purchased Midland transfer kits.

5. Rail Car Information a) Vergel Perry, Frank Rowland, Tom Grumbles, and John Klimavicz should send their rail car fleet information to George Marshall as soon as possible.
6. Video Script a) I have contacted Gerry Portis regarding jointly producing the safety and transfer video. Gerry Portis will get back to me after he has determined Chevron's interest in producing the video.
7. Petion to DOT for Rulemaking for Shipping Name Marking Requirement a) Carol Toth to follow-up with Alan Roberts on the status of this request.
8. Rail Car Containing Hazardous Material That Is Stationary for 60 Days a) George Marshall to provide additional information on this issue prior to the November 9,1995 Committee meeting.
9. Guest Speaker at the November 9,1995 Committee Meeting a) Frank Rowland to clear within his company the plan of extending an invitation to a government official to the plant site and communicate the clearance to Vergel Perry. Vergel Perry to contact a local regulatory person to invite him or her to the next Committee meeting after receiving clearance from Frank Rowland.
10. Vinyl Chloride Transportation Committee. An Overview: April 1991 September 1995 a) Everyone is to send in comments by October 16,1995 to Has Shah.
11. Emergency Response Specialists' Proposal a) Everyone to evaluate the proposal and bring their evaluations to the November 9 meeting.
12. Information on the November 9,1995 Meeting a) Frank Rowland to send hotel, transportation, and location information for November 8 dinner and November 9 Committee meetings.
