We have looked over the referenced report you all prepared related to Sec Order 3352. The report indicates a shortfall of $500,000. Do you have a sense of how much of the shortfall would be attributable to the NPRA? We are discussing support options within the Bureau. Also, my impression is that the shortfall is not associated with an overhead assessment?

My sense is the FY17 shortfall is attributed to NPRA, since the ANWR options are still open for discussion. I'm checking with the program office back east on the numbers though. I got an autoreply that the program manager is on leave today, so I probably won't hear back until Monday. Will let you know when I do.

Thanks for sending this to us. As you might imagine, any financial support would be greatly appreciated.
We'll be challenged to spend any funds in FY 2017 simply because we're so close to the end of the FY. Reprogramming funds within USGS triggers an approval process that, even in a best-case scenario, likely wouldn't conclude un l mid-August, thereby leaving us only six weeks with which to conduct new work. However, there are some specific items that could possibly be obligated in FY17 ('obligated' is the key word here) that I've broken out below. Specific answers to Ted's ques ons are also provided below. Hopefully this helps; if any clarifica on is needed then please feel free to let me know. I'll be back in the office on Monday.

Ques. on: The report indicates a shortfall of $500,000
I'm not sure where the $500K figure comes from (nor over what me period?). The only $500K figure in NPRA sec on of the report references funds that will be dedicated to the Alaska Department of Natural Resources to conduct analy cal services in support of the NPRA resource assessment over the life of the project (i.e., FY2017 and FY2018).

State Coop route: There may be a mechanism in the State Coops agreements that allows larger "procurements" with a special sign-off on the request by the Ac state of Alaska to get started with at least sampling the wells around the perimeter of ANWR, and perhaps even get samples from one or two wells to send to Weatherford to start analysis. We're s o n regarding whether this might be a viable op ally upton6 wells), the cost would total about $750K.
Field work: We could add a second helicopter to the field season and invite staff from the state of Alaska to go along - our helicopter contract was just confirmed a few days ago ($75K for 8 days).

Thanks, Walter. I wondered about the $500K reference, so I thought perhaps there was a new version of the proposal I haven't seen. I also thought perhaps Murray was able to cut some funding deals with the Dept. :)
I know BLM pushes end-of-year funds to us for other projects (like mapping). There may be a way to leverage this opportunity.
