This issue has been discussed in the past without any clear-cut decisions being reached. It was agreed that a System Policy would most likely be divided into two parts: one dealing with company owned, leased or rented facilities, and the other dealing with customer facilities. It was decided to firsc concentrate on the issue of Company facilities before attacking the more difficult issues associated with customer facilities. Mr. DeCapua agreed to assemble a task force of the necessary building engineering and other representatives to pursue the issue in a logical manner. This type of fireproofing was widely used during the late 1950's and 1960's for low-cost, lightweight con struction for administration and general office occupancies. In the 3ell System, it is not likely chac sprayed-or. fireproofing would be found in equipment buildings, however, in administrative space, especially leased facilities, it is likely chat this type of construction will be encountered frequently. After the universe of buildings with asbestos is determined, statistical techniques will be used to conduct a sample of exposures due to the asbestos. It is expected that employee exposure would generally fall into one or more of the following categories: 1. Ambient air, no activity to disturb the asbestos. 2. Disturbance of asbestos due to normal work operations. 3. Major renovation of facilities. A second cask of the Study Group wil i be to formulate a policy of dealing with the asbestos problem in Company 3uildir.gs and preparing a set of guidlines that the OTC's can use to prepare their specific programs to cope with the situation.
