The CEQ guidance was formally withdrawn in the Federal Register dated April 5, 2017 (see attached), and is no longer in effect. BACKGROUND Permanent Instruction Memorandum (IM) No. 2017-003 transmitted guidance related to the Council on Environmental Quality's (CEQ) August 2016 Guidance on Consideration of Greenhouse Gas Emissions and the Effects of Climate Change in National Environmental Policy Act Reviews. In addition to transmitting the CEQ guidance, this IM provided additional, specific guidance related to BLM oil, gas, and coal-related decisions.
