Your criticisms and comments were very helpful* I have accepted most of them exactly as they were written down by you. Your suggestion that the rules should all be in corporated in one book is not, I believe a good one. For our own purposes it would be highly desirable, but considering the attitude of various customers of the Corporation I am Quite sure it would be bad. Those customers who have the tank car equipment would not be in position to understand the details of the drum mixing equipments, and, more important, those who have the drum mixing equipments would feel that if certain leniencies were permitted at tank car equipments that they too should be permitted certain leniencies* To us who under stand the different hazards of the two situations, it is very plain that certain differences in the regulations are permis sible. It is best, however, I believe not to confuse the issue in the minds of people handling the two sets of equipments, but to give them specific regulations involving only their own. I found in the hook which you returned to me some precautions for handling Ethyl Chloride, which it occurs to me you may wish to have returned to you. I dare say they were merely mislaid by you and got into my letter by mistake. There are two other items about which I wish to ask you in the report which you gave me on the distribution of small cans and packages of Fluid for aviation purposes. You refer to Kendall Refining Company at San Antonio having received seven teen 10 gallon drums October 17, 1930. In as much as we are unable to locate any Kendall Refining Company at San Antonio, I assume that this should be either the Humble Oil Company at San Antonio, or the Kendall Refining Company at Bradford, Pa. I would appreciate knowing which of these Is the case. Also you report U. S. Air Servipe, Rw York Harbor as having re ceived 667 cans of aviation fluid July 29 193. I would be glad for such information as you have concerning the nature of this service and what brings it to use such quantities of cans.
