Minutes of Last Meeting - The minutes of the April 2, 1969 meeting were approved as distributed. b. Next Meeting - The committee tentatively decided to hold the next meeting on Monday, December 8, 1969 in Washington immediately prior to the meeting of the NAS Food Protection Committee starting the following day. It was thought that the results of the October meeting of the Codex Committee on Food Additives might dictate an earlier meeting than one in the early spring of 1970. 2 PERSONNEL a. Membership - The committee voted unanimously to recommend to the MCA Board of Directors that J. R. Mennis of Merck be appointed a member of the committee succeeding Frank DiPrima. The secretary announced that V. H. Knoop, vice chairman, resigned from the com mittee as of May 31, 1969, resolving the problem of dual membership which arose when Washine became a division of Mallinckrodt. b. Election of Vice Chairman - The committee voted unanimously to elect T. W. Hanavan of Du Pont as vice chairman to fill out the unexpired term of v. H. Knoop. ASI 00002250 3. LIAISON a. MCA Board of Directors - The secretary announced that W. B. Graham, president of Baxter Laboratories, has been designated as the new Board Liaison Member succeeding Mr. Powers, and that the chairman is scheduled to appear at the October 21, 1969 meeting of the Board to discuss committee activities. b. MCA Environmental Health Advisory Committee - The secretary reported on the FDCCC response to a proposal originating within EHAC which would create a Consumer and Public Protection Committee by combining the Food, Drug, and Cosmetic Chemicals Committee with the Labels and Precautionary information Committee and with part of the Occupational Health Committee. The proposal would also create an Employee Protection Committee by combining the Safety and Fire Protection Committee with another part of the Occupational Health Committee. The FDCCC response to the proposal expressed concern about the length of time it would take to get back into constructive action following reorganization, as well as a feeling that the areas of technical expertise are too specific to group together. c. NAS Food Protection Committee - Mr. Mulford reported that groups such as the FPC will probably be asked to make recommendations regarding food standards taking into account the nutritional aspects. He said the medical profession is taking a more active interest in the subject, and that committees of the American Bar Association are searching for ways to improve the standards procedures under present law and are investigating what new legislation may be needed. 4. COMMITTEE PROJECTS a. international Food Standards - Dr. Spencer distributed copies of the Official Report of the United States Delegation to the Sixth Session of the Codex Alimentarius Commission and the latest USDA brochure describing the Codex Alimentarius Commission. He reported on the latest meeting of the Institute of Food Technologists which was devoted in part to international food standards. He also re ported that the September 1969 meeting of the CAC Executive Committee would be taking up the CAC program for the next ten years. Mr. Ruark reviewed the items on the agenda for the October 1969 meeting of the Codex Committee on Food Additives which he will be attending along with the secretary. ASI 00002251 -4- The secretary reported on the responses so far received in reply to the recent solicitation to MCA member companies for specifications and toxicological data to assist the Expert committee. The committee voted unanimously to recommend provision in the 1970-1971 MCA budget for funds to cover travel expenses for an industry advisor to the sessions of the Codex Alimentarius Commission and the codex Committee on Food Additives. b. Good Manufacturing Practice Regulations - The secretary re ported that a final notice appeared in the April 26, 1969 issue of the Federal Register, and that there is no blanket exemption for food chemicals as recommended by MCA. c. Proposed Food Additives Procedural Regulations - Dr. Knapp reported that a new FDA proposal regarding indirect additives is ex pected to be published within a few weeks. d. Protocols for safety Evaluation - The secretary reported that the reports of the Panels on Reproduction Studies and Cancer Testing of the FDA Advisory Committee are not yet available from FDA. e. Legal Assistance - The committee voted unanimously to seek a provision for funds in the amount of $20,000 from the 1970-1971 MCA budget to provide for legal assistance in countering unjustified actions resulting from rapidly increasing public criticisms sur rounding the use of food additives. The funds would be used for testifying before congressional committees, preparing testimony, etc. f. Review of Food Additives Booklet - The chairman appoint d a task group consisting of Messrs. Meyer (chairman). Bell, Miller, and Mulford to review the MCA Public Relations Department booklet "Food Additives: What They Are, How They Are used" to ascertain the need for updating. 5. OTHER ITEMS a. MCA Consumer Information Program - Mrs. Walton reviewed the activities of the MCA Public Relations Department in general and those of the Consumer information Program in particular, she referred to the environmental health publications and mentioned that "Currents," which goes to the public, will carry an interview with the President's consumer adviser, and that this represents the first breakaway from air and water pollution topics. NCI Research Data - The chairman noted that the National Cancer Institute interim report "Studies of Pesticides and Other Agricultural and Industrial Chemicals" has received publicity in the Congressional Record and elsewhere. c. EC Draft Directive on Emulsifiers - Stabilizers, Thicken ing and Gelling Agents - The secretary reported that the draft directive was sent to the committee May 9 and that the list of chemicals is a positive list. Mr. Ruark said this list is undergoing revision. d. U.S. Pharmacopeial Convention - The secretary reported that MCA has received an invitation to be represented at the April 8-10, 1970 Decennial Meeting. It was decided that more information would be obtained, whereupon the chairman and secretary would make a recom mendation concerning MCA representation at this meeting.
