Section I - INTRODUCTION
H.F. Production Company, LTD. / Wagg QQ Inspection Date: 02/25/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspectors Jeanne Eckhart and Kayla Woods visited the H.F. Production Company, LTD oil and gas facility located near Harrold, Texas on 02/25/2020 for an unannounced inspection. There were no representatives of H.F. Production Company, LTD present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility was located on the Wagg QQ Lease. This facility was a tank battery with a 2 storage tanks on site and a small seperator.
Section II - OBSERVATIONS I observed that an oil line had recently leaked in the secondary containment and there were oil fluids in the containment area. Recent work on the secondary containment berms was observed and evident during the inspection. The berms of the secondary containment were low compared to the large storage volumes on site.
Section III - AREAS OF CONCERN There were fluids inside the secondary containment, including oil and the secondary containment berms were low.
Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA Region 6 SPCC program.
