This was an alltime high but previous years still show this source was $0% to 55% of the n total. Nov, let's look at the second;ry smelting industry. There are about 200 to 250 small and large lead and lead base alloy smelters spread ever all parts of the 0. S, A. Of these, shout 20 Individual plants produce as average of over 1,000 tons of lesd products per month, from Lo to 50 average between 250 to 1,000 tons and the rest probably overage between 50 to 250 tons monthly. These are ey own estimates, which Z believe ere not too far off. In 191*7, car Industry produced between 2*75,000 and 500,000 tons of prod ucts, which is an all-time high and is probably clso rather dose to the indus try's present full producing capacity. There is no break-down published yet as to the distribution of this huge secondary production, but ny own guest would b that since the demand for antlaonid lead was pretty steady during last ye-r, mort battery plates went in to the prediction of grid metal. Probable 300,00 to 325,000 tons of antinonial lead were produced, about 30,000 to 1*0,00C tons of lead in solder, ebout 50,000 tons in percentage metal such as babbitt^ bearing metals, type and temee metal, end about 50,000 tons in the form of soft lecd, sheet lead, and extruded lead. There is one basic difference, as I see it, between the lead and cop per scrap picture. The cycle in lead froe product to scrap is far shorter than in copper. At the end of 191,7 the Reconstruction nnance Corpo ration earried a reserve of about 6,51,6 tens* As of Pebruary 1, 191,8, this reserve stood at 6,2iUt tons. The indications are that this reserve will have to be dipped into still further ss the ye-r protases, in order to take care of those consumers who simply oust hare the metal. I can see very little chance of the Gorenxsent being able to build up any appreciable stockpile of antimony this year* 1 It is for these various reasuns that the Go'.cmsent la seeking to retain control over antimony and, in the li,,ht of the facts that I hare outlined, I do not believe that Industry can build up a good e&so in opposition to such control. If controls were removed, I very much fear that there would be a sad scramble for the metal and, even though ouch competition among buyer* night forca the price to still higher levels, my own conviction is that a higher price would In no case servo to increase the available supply. I was for six years in the employ of the General Electric Company, mainly as an industrial hygienist in their J'edical Department, so I haws seen industry from the inside. Our state laboratory carried on a considerable amount of research, and sy last two year* hare been as part of a very well-known industrial research organisa tion, the Saranac Laboratory, so, though no scientist cysolf, I have been pretty Intimately exposed to the eethods anl thinking of one sector of science. But a month and a half with the Lead Industries Association is hardly the basis for any great erudition on the subject of Public Relation* Problems of fluebis*, so I hope you will bear with as in the few words I have to say. The United States which normally consumes almost one-half of the world's output Is entirely dependent for new supplies oo other parts of the world, jurln' the -rxr, the United States, like most of the other tin-consuming countries, was completely cut off from the major sources of supply. Although increasing quantities of tin are now brooding available fro* Far Eastern sources, this cncourxgin,, development is partially offset by lower produc tion In other areas such as Bolivia. At the April 1917 reetin^ of the Tin Stuuy Group in Tuarela, Bclgl, world production during 1917 aa esti-ated at 117,iXO tons. Final returns are not yet available for the year Hit it now appears that production aid not exceed 110,OOC tons. This compares with production of 37,030 ton- in 19*,6. In general, the Far Eastern areas showed the gre\test icprovuoent whll< th.ae areas upon which the United Stales was d-persdent during the war did not fart- so well. Production la Malaya rose frox about 9, $00 tons in Hub to 17,000 tons in 1917 and production lr, the Netherlands Last Iniie* increased traa approxiaatcly 6, $00 tons in 1916 to 15,910 tons In 1917. On the other hand Bolivian output probably declined at least 1,000 tons from the 37,$00 tons produced in 1916. Production In Kigtri* end the Belgian Congo was slightly higher* Good progress is now being mode in Malay* although such rehabilitation re mains to be done. The rusher of dredges operating had risen 'rot 17 in January 1917 to 19 in September. This compares with 1% In prewar use. Even better prog ress Is being sad* in the Netherlands East Indies. After the war eight new dredges were ordered. Six were built in the Netherlands end two (.n the United States) all have arrived at their destinativa and four are alroet/ in operation. The other four were expected to start production at the beginning the year. AS e result s substantial increase in production can be expected fru, the Netherlands East Indies during 1919. Available supplies of tin to the United States during 1917 wvr* 90,677 tons consistin', of 30,503 tons of tin in concentrates, 33,692 tons of pig tin and 26,162 tons reclaimed from secondary sources. Consumption, exclusive of smelting losses sod restricted by government control, was 67,593 tons, iniiestlng a small surplus for the year. Government stock* of pig tin roae 8,200 tons but this gain was counterbalsncwd by a sharp decline in stocks of concentrates. With tha ending of price control in November 1*1.6 *h Reconstruction Finance Corporation, tha distributor for almost all tna tin in tha United States, sat the price at 70#, thereby stabilising tha market at this level. This action was baaed upoi tha price of 1372 par ton ez Singapore or Penang established by tha British 'Aniatry of Supply. The price of 70# for Orade t tin in Hew York was held until April 2 when the R.F.C. was forced to raise the price to 80# in erdrr to colons with the higher price for Bolivian concentrates under an agreement reached an tha latter part cf Uu-eh. Uher in tha year the R.K.C. again begin ncg.Uatlona with tha Bolivian producers for delivery of concentrates during 191.8 and again a higher price war expected. However, before the agreement was concluded tha British Kiiw istry of Supply took the initiative in setting tin prices by raising Its moiling price far pig tin fro* U37 to 510 per ton. This action occurrtd on December 16, In conforaity with this price the R.F.C. announced a telling price of 9l*4 on 1 December 18, On December 31, the R.F.C. announced a new agreemenv with the Boliv ian producer* calling for a base price of 90# f.o.b. South American porta. Since this was in lid* with the domestic prlea of 51.# announced earlier no change in selling price* was necessary. i The contlmin*, inadequacy of supplies haa nade it necessary to continue conservation and allocation controls over tin. The authority for these controls was extended by the Congresi until February 29, lSi.3 ty Public Lew #188 known as the Seccnd Decontrol Act, Legislation was introduced to extend the period of con trol for at least a year beyond this date. On February 28th the authority for controls was extended to Hay 31, 191.8 and before that tine exhaustive hearings will be held on the operation and desirability for continuation of controls. The controls or. tin are contained in Order X-L3 adainiatratod by the Of fice of Uat*rials Distribution, Dtpartry-nt of Coaserct. This order controls tha distribution of pig tin and the end uses of both pig tin and secondary tin. Both imported metal and metal incited in the Texas smelter are assigned to the Office of Hotels Reserve, Reconstruction Finance Corporation, and ere distributed in aceortance with authorisations issued by the Office of liaterlalt Distribution, The p`l tin produced by private eorspanics from secondary rate rial la also sold by special authorisation. The pertlttod us^s of tin are list.d in five schedules of Older K--1.3. These schedules specify the uses and the tin content of the various permitted alloys and coatings. Order K-91, which aupplrxcnts Order X-L3, speci fies the type of tin plate which nay be used for cans and la one of the principal means of conservation. By means cf the shore controls it has been possible to bring the United supply of-tin into line with the basic need* of industry. The permitted uses, alloys and costings, hare been determined by years of experience and constant contact with tin-occsumlng Industries* Since the war the policy with regard to conservation haa been one of grad ual relaxation as more tin supplies became available. However, under this policy no provision can be made for addition* to the strate*ic stockpile under Public Law #5?0. Furthermore, the supply and demand outlook Ji such that little or no tin will be available for stockpile accumulation for at least 18 to 21. months. Thermfore, in November 19*7, the Secretary of Coeoeree announced that the use of tin plate for certain non-food items would be restricted and that the savings of tin *o effected would be made available for the strategic stockpile. Conferences with tha industries concerned took place in order to work out the most effective and least disruptive mes.is of accomplishing thla purpose. A* a result of those con ferences, Direction 10 to order H-81 was issued on January 30. During the war, supplies of both tin metal and or* available to the United llollor* were allocated by the Contained Raw Materials Board. When that Board was discontinued at the end of 19b5 in accordance with a Joint declaration tqr the President of the United States and the Prise Minister of England there was estab lished the Combined Tin Ceenlttee, which now allocates the pig tin exportable sur pluses of the world** major producers among consuming countries. 1b* original members of this Committee were the United State*. United Kingdom, Prance, Belgium and Holland. Canada, China and India later Joined the work of this Committee. The United States receives allocations fron the Committee in addition to the pro duction of the Texas smelter, the output of which is not involved In the alloca tion. The allocation system established an orderly distribution of a very scarce commodity of which the United States has no supplies. In 19b6 the United States received allocations of over It,OOO tons of tin octal from the Cooedttee, and in 19b7 received allocations of over 31,000 tons. Part of th* latter amount was from stocks found in the Par East after the Japanese occupation and Is therefor* - a non-recurring supply. The Coecitte* expect* to continue operations during During 19b8 world production should rise to at least 190,000 tons, and may reach 160,000 tons. This assumes political stability In Bolivia and th* Far East ern producing countries- Out of this production the United States should receive at least 32,000 tons of concentrates and 35.000 tons of tin metal.
