Eddy Methyls Columns Asbestos Insulation Removal March 19. 1987 Meeting Minutes All of the above people, including undersigned, met at the Sistersville Plant March 19, 1987 to develop a plan for removing asbestos insulation from the six (6) methyls columns. The following items were discussed. 1. CEDCG agrees with 380 Plant asbestos insulation removal procedures. 2. D. L. Estep gave a short recap of the project to date. 3. It was decided that all columns could be laid down and removed from the area to be deinsulated. 4. An area North of Esters was picked to set up the employee change room and to remove the insulation from the columns. 5. Columns S-71 & S-72 will be sandblasted, painted and insulated on the ground, reinstalled and put back in service. 6. Column S-67 will be sandblasted, painted, all nozzles sealed and stored for future use. 7. Columns S-68, S-69, and S-70 will be moved to bone yard after insulation is removed. 8. Production will flush and purge all columns before removing. Nozzles on S-71, S-72 and S-67 will be blanked as soon after removal as possible. UCC 016307 Methyls Columns Asbestos Insulation Removal March 19. 1987 Meeting Minutes Page 2 9. Wall thickness on columns S-67, S-71, S-68 and S-72 have been tested recently by 380 Maintenance. CEOCG will test the wall thickness on columns S-69 and S-70 prior to laying down. 10. A negative pressure enclosure will be used to remove insulation at all flanges to separate the columns and at the top to remove insulation for choker installation for lifting. 11. Estimated thickness for slag removal will be 6". Slag will be transported to burial area in Gaylord boxes. 12. Production will prepare the immediate area for possible asbestos contamination when the columns are being laid down. The area will be roped off and policed to keep any unnecessary personnel out. 13. D. L. Estep and S. M. Walker will establish a schedule for minimum crane time. 1A. All obsolete piping, minor equipment and asbestos insulation in the structure will be removed back to the piperack. 15. H. E. Rucker will work with C. A. Eddy to establish a new cost estimate. 16. A plan for the enclosure to deinsulate the columns will be better defined prior to completing the cost estimate. 17. The cost estimate will be completed the week of 4-6-87. 18. S-71 and S-72 will be out of service approximately seven weeks (tentative schedule attached). 19. The site was visited after the meeting and no new concerns was found. CAE:de 1136d C. A. Wulfert As we discussed, I have reviewed what steps should be implemented for protecting personnel from potential asbestos exposures in the Monomers North Rectification Area. To date, we have taken three area samples and monitored one outside operator working in the area. These sample results were well below the OSHA Permissible Exposure Level and also below the action level. However, until more data is collected, we should take the following steps as a precautionary measure: 1) Continue to limit general access to the area by use of barricade tape. 2) Require personnel who enter the barricade to wear Comfo II respirators with high efficiency filters, gloves, and disposable coveralls, head covers and booties. 3) Require personnel to remove their gloves, coveralls, head covers, and booties as they leave the barricaded area. These items should be placed in sealed plastic bags labeled for asbestos disposal (contact John Kyle for labels). Based on the data collected, there is no need to require that personnel shower when leaving the area unless the asbestos is being handled/removed or there is visible indication of asbestos underneath the disposible coveralls.
