Dear Mr. Cook:

A recent fire in our old Yonge Street subway involved combustion of material lodged in asbestos fibre insulation material which had been instance* as a noise suppression expedient.
For some reason, the Ontario Ministry of the Environment decided to chemically analyze a sample of the combustible material. We have now been advised that some quantity of the chemical family known as poly chlorinated biphenyls (PCB's) was turned up by the analysis. PCB's are now very much "in the spotlight" environmentally and we are there fore trying to determine the origin of those found in the insulation.
Since a major constituent of the material collected in the <"miction Jr uuutia to on uuit from brake shoes, and sines your shoes are involved, we ask if your formulation now or at any time includes or included Pen's. If PCB'* have been or are included, would you please give us as much information as |X)Jsiblo? Presumably we would wish to know tho exact type of PCB used if there be different types available, tho quantity per shoe by weight used and ths period of timu in which shoes coi.' aii..-g PCB's were supplisd to the Commission.
