1. The minutes of the November 17,1993, meeting were approved without changes.
2. The revised 1993/94 budget was reviewed. While some funding has been cut, key Focus Area projects are still supported. The rate of spending of existing funds is very slow sponsors are urged to begin contracting their projects.
The 1994/95 budget suffered higher cuts than anticipated and some additional adjustments will need to be made in the upcoming fiscal year to support certain projects that fall below-the-line.
3. M. Mullins briefed the Committee on the proposal to consolidate the Health and Safety, the Environmental Management, and the Engineering and Operations Committees. The proposal was driven by a need to conserve resources and improve prioritization across health, safety, and environmental issues.
A restructuring proposal will be presented to the Executive Committee by March 1, 1994. If approved, implementation is anticipated by June 1994.
Issues raised during the discussion included how to maintain the needed breadth of expertise and company representation, reduce bureaucracy, empower task groups and maintain sufficient support for advocacy and Responsible Care. Committee members stressed the importance of defining roles and responsibilities for all groups and placed an increased emphasis on managing cross-cutting issues.
Committee members should convey any additional comments to G. Capaldi and J. Olguin no later than January 26,1994.
4. G. Capaldi presented the Management Review Team (MRT) report. The report examined process, organization, and communication, and provided specific recommendations on each. In addition, a draft resource training manual has been developed. For the latter, the Committee recommended adding the roles and responsibilities of the Committee member and Focus Area leader, and asking the Focus Areas to reexamine their mission statements. The MRT was also asked to prioritize the recommendations.
The HSC accepted the recommendations of the MRT. These will be handed off for further discussion and implementation by the Focus Areas, in accordance with a potential restructuring.
5. S. Tirey reported on a meeting with AIHC and CIIT to coordinate efforts. A written report will be developed to help define the roles of each and to coordinate strategy. There will be one jointly funded project with AIHC to develop comments on EPA guidelines for assessing risks from indirect exposures. CMA will take the policy lead on environmental equity, with AIHC providing support in responding to health questions. A Superfund policy related issue has been moved from AIHC to CMA's Superfund Health Risk Assessment Task Group. The management of ecological risk assessment is unresolved at this time. S. Tirey will act as the focal point for coordination with AIHC.
6. The PROSPECT system for measuring performance progress for the Process Safety Code was approved by the Board in January 1994.

7. A. Stanley briefed the HSC on Environmental Equity. With slight wording changes, the proposed policy was passed by the Board in January 1994. CMA is seeking a meeting with the White House to discuss an imminent draft Executive Order. EPA has already established an Office of Environmental Justice that reviews all proposed new initiatives.
8. OSH Focus Area
The Administration is now expressing support for OSH Reform legislation, although it has withdrawn from specifically endorsing two Democratic bills. The current prediction iB that the Democratic bills could pass the House but not the Senate.
The Safety Programs Task Group is now reviewing bids for managing OIIR data through an outside contractor.
Proposals to develop a contractor safety guide have been received. Copies will be mailed to the Committee.
The kick-off for the OSH Information Forum will be held Thursday, February 17, from 1:00 - 4:30 pm. Joe Dear, Assistant Secretary of Labor, OSHA, will be the feature speaker.
Marc Schurger will assume the sponsorship of the Health Programs and Industrial Hygiene Task Groups. Bob Hunt will assume the sponsorship of the OSH Legislation Group.
9. Product Stewardship Focus Area
OPPT is pursuing a significant restructuring, in accordance with the National Performance Review. In particular middle manager positions are being eliminated. Recommendations on OPPT restructuring will be provided to C. Browner by January 31. Agency recommendations will be sent to the White House by March 31.
Steve Herman, Assistant Administrator for the Office of Enforcement and Compliance, has identified strategic targeting of enforcement actions as a priority. Among the violations his office will be specifically looking for include PMN notices and supporting data, TSCA 8(e) violations for companies, and companies not registered in CAP. He will also stress multi-media enforcement, and negotiating settlements that include environmental programs and audits in place of cash assessments.
R. Condray reported on the status of the Toxics Agenda and Chemical Use Inventory (CUI). The January 5,1994, multi-stakeholder meeting did not produce consensus support for any of the three models proposed by OPPT. At this point EPA seems to be considering pursuing the models separately that approximate TRI expansion and risk screening.
The HSC approved the "Product Risk Management Advocacy Task Group" as the name for the group that will address the Toxics Agenda and CUI.
The proposed draft Use/Exposure form to support RM1 information requests is nearing completion and will be sent to the HSC shortly with an explanation of its CBI protections before beginning a second-phase pilot.

Progress is being made on defining measurement options for the Product Stewardship Code. A new video, aimed at educating sales and marketing representatives, is nearing completion.
Four training sessions on the MSDS ANSI Standard Z400.1 will be held in MarchApril, 1994.
The contractor has been selected for the drafting of the Product Risk Management (PRM) standard.
The TUR Task Group will develop comments and testimony on the "EnvironmentallyPreferable Products" principles being developed by EPA.
10. Risk Focus Area
Roger McClellan, President, CIIT, briefed the HSC on the results of a National Academy of Sciences study of risk assessment methods used by EPA. The study was mandated by the Clean Air Act Amendments of 1990.
The study found that the basic risk assessment process is sound, although some finetuning is recommended on the subjects of variability and uncertainty. The report calls for an iterative approval to risk assessment. No consensus was achieved on the use of defaults when data are unavailable. The report emphasized that EPA's cancer classification scheme is inadequate, and called for the use of a narrative statement. The report does not address the "bright line" issue.
The ad hoc Superfund Leadership Group is seeking an HSC representative. The HSC approved delegating the selection of a representative to Jorge Olguin, Marv Friedman and Janos Schulze.
The transfer of $10,000 from the non-cancer adjustment factors project was approved to support a SRA/RSI Workshop on "Scientifically Defensible Approaches to Compare Risk to Human Health."
C. Park will be the new chair of the Risk Assessment Task Group. A successful joint meeting of the Risk Assessment and Exposure Assessment Task Groups was held recently.
11. H. Foglesong briefed the Committee on a new initiative under EMC to explore alternative compliance approaches. The group is beginning by contacting other groups, including the Business Round Table.
12. The next meeting of the HSC will be held on March 16,1994. A conference call may be held on February 16,1994.
