After introduction of those in attendance. Jack Walling of Kaiser Engineers welcomed the Building Trades Representatives and outlined the National Disputes Adjustment Plan adopted jointly by the National Con tractors' Association on behalf of its member companies and by the Building and Construction Trades Department (AFL-CIO) and all its affiliated National and Inter national Unions. All participants at the Conference were provided a brochure prepared by Kaiser Engineers setting forth (l) General Project Information. (2) Facilities Arrangement Drawing. (3) Work Antici pated to be Performed by Kaiser Engineers and Subcontractors, (ij.) A Tentative Craft Manpower Schedule through 1965. (5) The National Dispute Adjustment Plan Booklet. And (6) A list of Kaiser Engi neers' National Agreements, Labor Relations Principles and a Narrative History of the Growth and Development of the Company. KEN 010356 General Information General Discussion - Kaiser Engineers' Representatives, following the brochure agenda, described the facilities to be constructed at Middletown Works with particular emphasis on the construction pro gram contemplated during 1965- Location of the new facilities, in relation to existing plant including construction gates, parking, warehouse, first-aid facilities, shops and change rooms, were defined as shown on the Facilities Arrangement Drawing. Principal construction activity during 1965 will consist of the Hot Strip Mill facility. This will include site preparation, structural concrete, erection of temporary construction facilities and structural steel for the Mill. The construction program is scheduled to commence March 1, 1965 with anticipated com pletion in 1969. Following are the highlights of the discussion period held subsequent to the program presenta tion by Kaiser Engineers. (1) Pay Period - Pay Day The work-week will commence 12:01 a.m., Wednesday and close the following Tuesday at 12:00 p.m. Payday will be Friday of each week as craftsmen report for work. (2) Daily Pick-up Time Ample time dependent upon individual requirements shall be allow ed at the end of shift for cleanup and storing of construction tools and equipment prior to quitting time. (3) Coffee-Break There will be no recognized coffee break on the project. Craftsmen will be allowed to drink coffee from thermos at work location if this privi lege is not abused. (U) Agents Plant Access Business agents will be granted access to plant by issuance of pass at construction gate and notifica tion to Industrial Relations Department. KEN 010357 (5>) Manpower Forecast - 196$ This estimate is based on current information and is not to be construed as a firm schedule of manpower. (6) Employee Late Arrival or Early Quitting Time shall be based on tenths of one hour in computing payrolls. (7) Jurisdictional Conferences Conferences will be held throughout the program prior to start of work to resolve any jurisdictional problems. SUBCONTRACTORS (1) Notification of Award Kaiser Engineers will notify the Building Trades Council of subcontract awards describing the scope of work and notice to proceed date. (2) Subcontractors Pre-Job Conference Kaiser Engineers will assist in arranging a pre job conference between the unions involved and the subcontractor prior to start of work by the subcontractor. Kaiser Engineers will have a representative present at such conferences.
